做了什么

印度计算机应急响应小组（CERT-In）11月4日发布CIAD-2026-0058预警，将Crafty Falcon组织列为活跃威胁。该组织针对非银行金融公司和加密货币交易所。它借助4种AI工具实现攻击链自动化，并在大额转账前先做1卢比测试。据Rhodium 10月27日报告，一年内数据中心承诺投资超过3000亿美元，但约80%的补贴GPU处于闲置。政府正考虑赋予CERT-In强制打补丁的权力。

原因

Kpler数据显示，印度9月每日进口182万桶俄罗斯原油，乌拉尔原油较布伦特每桶折价23美元。俄罗斯在进口中的份额从7月最高56%降至35%。外汇储备从9月4日7857.1亿美元的峰值，降至10月9日当周的7260.3亿美元，5周内减少597亿美元。9月底，印度储备银行的远期美元负债约为2000亿美元。PPAC数据显示，4至9月原油进口账单增长46.3%，达906亿美元，而进口量仅升至1.227亿吨。

必须做什么

美国的豁免一纸签字即可撤回，因此印度必须把俄油采购控制在不破坏对美贸易谈判的水平。把自美原油进口从9月的日均20.7万桶提高到10月的56.8万桶，就是维持这一平衡的工具。它还需把汇率防守的负担从储备转向利率和流动性收紧。每月超过180亿美元的石油账单，要靠出口增长来支付。

印度储备银行12月2日至4日的会议将在加息与按兵不动之间抉择，会议纪要预计第三季度通胀为6.0%。11月中旬的双周税率审议将检验柴油出口的平衡。与美国第一阶段协议的签署和与欧盟协议的时间表是主要节点。网络方面，需关注赋予CERT-In强制补丁权的草案。还需关注是否出现经证实的PHP2Shell入侵，以及小型金融公司约30亿卢比的估计损失。

偏好

战略自主：在不完全切断俄油的前提下进入美国市场；让卢比有控制地贬值，同时保住储备。

观察到的行为

在俄油上坚持以价格为导向、但不中断的采购，并把美国原油当作谈判筹码。柴油用双周税率来调节；汇率方面在回购利率为5.50%的同时，以流动性注入放松条件。
