Samsung earmarks second Texas fab for HBM base dies

Maeil Business reported on 3 November that Samsung will make HBM base dies for AMD and Nvidia at its second fab in Taylor. According to the report, the 2nm line is fully booked; tool installation starts in February 2029 and volume production in 2030.

Location: SEOUL

The base die is the logic layer at the bottom of a stacked HBM memory module, managing traffic between memory and processor. Maeil's report, citing industry sources, says the second Taylor fab will cover about 2.7 million square feet, 1.5 times the size of the first. Most orders for the 2nm line come from AMD. Samsung did not comment, and Reuters said it could not verify the 3 November report.

The timing detail matters. Formal construction is reported to start in November 2026, but tools are not due until February 2029. That means HBM base dies will most likely still be made in Korea and Taiwan until 2030. Investment in the first Taylor fab has risen from 17 billion to 37 billion dollars; Tesla's 16.5 billion dollar contract fills that line, with volume production expected in 2027. The first fab received 4.75 billion dollars in incentives under US legislation.

The constraint is this: in the 2026 HBM shortage, the bottleneck is shifting from memory cells to base die and packaging capacity. On 29 October we reported that Samsung had sold out its 2027 HBM supply. Taylor 2 signals an intention to move that capacity to the US, but with a four-year lag. Samsung's estimate that its 2nm order book will grow by more than 130% this year confirms that foundry demand is outrunning capacity.

Talay assessment

Bottom line

If confirmed, the report means the logic layer of the HBM supply chain partly shifts to the US from 2030. But with tools arriving in February 2029, it does nothing for the bottleneck of the next three years. In the near term the shortage stays on existing lines in Korea and Taiwan; Taylor 2 is a signal of commitment, not capacity.

Likely effects

  • HBM supplyNegative1–6 months

With no new capacity before 2030, HBM supply in 2027–2029 depends on existing lines in Korea and Taiwan, and pricing power stays with producers.

  • US industrial policyPositive6 months+

A fully booked 2nm line shows advanced memory logic production in the US is backed by customer demand, strengthening the case for further incentives.

  • Turkish technology buyersNegative1–6 months

Turkish data centres importing AI servers will keep feeling elevated HBM prices until 2029.
