Talay Daily Brief · 22 September 2026

The benchmark fell, the bill did not

Brent fell from 104.82 dollars to 100.05 dollars in five days. In the same five days Libya lost 130,000 barrels a day, Russia was left unable to use close to half of its refining capacity, only 17 vessels transited Hormuz over the weekend, the energy component of Türkiye's export prices stayed at 106.24% year on year, and emerging market risk premiums widened together on 21 September. The benchmark price is no longer the transmission channel; scarcity is now distributed by access rather than price, and cost by the discount rate.

IGeo-Economics·Analysis·Eurasia

Russia's refining loss has stopped being a war statistic and become a monetary policy line: 45% of capacity is out

Both distillation units at the Moscow Refinery burned, and the Kuibyshev and Ufaneftekhim plants were struck on the night of 21–22 September. The Bank of Russia now counts fuel prices within the core inflation dynamic in its rate statement.

IVMacro & Debt·Analysis·Türkiye and Its Neighbourhood

Inside Türkiye's rising confidence index: spending is being pulled forward while the energy shock builds up at the producer

Consumer confidence rose to 91.9 in September, its highest since July 2018. Yet the only sub-index above the 100 threshold is the propensity to spend on durable goods; the index of the current financial situation is the only component that fell.

Building a fab versus owning the chain: India's capacity, Taiwan's depth, Japan's demand data

While India puts money and land into capacity, Taiwan is thickening the cluster it already has; Japan's August data show demand is still pulling. All three moves lead to the same distinction: building a fab and owning the supply chain are not the same thing.

Module A

Constraints Matrix

STRUCTURAL AVG 4.6 · TACTICAL AVG 3.0Structural constraints dominate: the outcome is set more by these limits than by the actors' preferences.

Hard structural constraintspersistent · beyond the actors' will

  • Refining capacity cannot be imported · Russia

    5/5

Two distillation units are out of action at once at the Moscow Refinery; under sanctions, replacing primary distillation equipment takes months.

  • Maritime access tied to a single point · Iran

    5/5

Only 17 commodity vessels transited Hormuz over the weekend; the pre-war baseline ranges between 85 and 125 vessels a day depending on the source.

  • Importer position in energy · Türkiye

    5/5

The energy component of Türkiye's export producer prices rose 106.24% year on year in August; non-energy groups stayed in a 20-33% band.

  • The unknowable dollar discount rate · United States

    4/5

The supply-demand diagnosis is split within the Fed's leadership; as of 18 September the 10-year yield is 5.01% and the 30-year 5.34%.

  • The refining gap in Africa

    4/5

Across the continent roughly 70% of refined fuel needs are met by imports; Mali brings in 95% of its fuel by road.

Tactical frictiontemporary · eases over time

  • A crowded two-week calendar weeks

    4/5

Banxico and the Xi-Trump summit on 24 September, Argentina's payment to the Fund on 25 September, the Washington round on 28 September, and the Brazilian election and OPEC+ on 4 October follow one another.

  • Forced selling from fund liquidation weeks

    3/5

Margin calls followed the 17 September decision in Türkiye on the liquidation of 130 investment funds; the liquidation period was extended to 6 months.

  • Uncertainty over repairs and access weeks

    3/5

Repairs at the Moscow Refinery were reported to take several weeks; in Libya technical teams could not reach the area of the closed valve.

  • Asymmetry in data updates days

    2/5

Only 7 of the 15 countries on the risk premium panel published a 21 September close; the series for the remaining 8 stop on 18 September.
