IIIConflict & Defence·Analysis·Middle East and North Africa

Yanbu's shield goes multinational: the US held back on 21 September, Greek Patriots and French radar arrived, Türkiye at the table without parliament's approval

With only 9 transits through Hormuz on 24 September, Yanbu, the second gateway for Gulf exports, saw 3 waves of attacks in 14 days. Its protection no longer depends on a single ally: Greece, France and the three chiefs of staff of the Mecca pact stepped in the same week.

Mekelle and Zawiya fell on the same day: Ethiopia's IMF-backed reform calendar and Libya's Italy-bound barrels passed into armed hands

On 23 September Tigrayan forces took Mekelle airport, guards in Libya halted the 120,000-barrel Zawiya refinery, and the United States tied Burhan's UN visa to a 90-day ceasefire. Three events show three states can no longer hold their own chokepoints alone.

IIIConflict & Defence·Analysis·Türkiye and Its Neighbourhood

Türkiye's military presence becomes a bargaining chip at three tables: the Bashiqa handover, parliamentary approval in Syria, 226 ships in the Black Sea

On 22–23 September Iraq tied the phased handover of the Bashiqa base to Sinjar and the 1,200 km Development Road, Damascus proposed parliamentary approval for Turkish bases, and the Cairo trilateral agreed to jointly protect energy infrastructure. Ships attacked in the Black Sea reached 226.

Ukraine–Russia: as momentum changes hands on the front, the war shifts to energy infrastructure

According to ISW data, the territory Ukraine recaptured in August exceeded Russian gains; even so, both sides are targeting each other's energy infrastructure more intensively.

Probabilities

Scenarios

ScenarioProbabilityTriggerMarket impact
H1Institutional deepening, limited Turkish role55%The secretariat functions, Türkiye stays with non-combat contributions such as air defence, reconnaissance or training, and the Sanaa offensive advances slowly. The pact settles in as the Gulf's non-US security core; Türkiye's burden is invisible but lasting.
H2The ground front closes the route30%The Houthis retake the coast or heavily damage a tanker in the Red Sea, and damage to Saudi energy facilities is confirmed.Bab el-Mandeb transits fall, pact partners are drawn into visible force contributions, and a debate over a parliamentary mandate begins in Türkiye.
H3US guarantee or ceasefire15%Washington gives Riyadh a new explicit guarantee, or a Saudi–Houthi ceasefire is reached through Oman or the UN.The pact retreats to a deterrent, symbolic role, and Türkiye's commitment stays on paper.

Module A

Constraints Matrix

STRUCTURAL AVG 4.3 · TACTICAL AVG 2.5Structural constraints dominate: the outcome is set more by these limits than by the actors' preferences.

Hard structural constraintspersistent · beyond the actors' will

  • US restraint in Yemen · United States

    5/5

A US strike was called off on 21 September with bombs already loaded; the reasons were the resource strain of the Iran war and an understanding with the Houthis to avoid conflict.

  • Collective defence clause · Türkiye

    4/5

The pact treats an attack on one member as an attack on all; a rapid deployment arrangement was approved on 5 October, but the scope of Türkiye's contribution was not disclosed.

  • Houthi control of the coast · Iran

    4/5

The Bab el-Mandeb coast has been changing hands in a ground offensive since 5 October; on 4 October explosions were reported near a tanker 60 nautical miles south of Mokha.

  • Hormuz still closed · Iran

    4/5

With Hormuz closed, the Red Sea is the alternative for Gulf exports; route risk spreading to both straits at once removes the buffer.

Tactical frictiontemporary · eases over time

  • Unverified claims of gains days

    3/5

The Houthis have not confirmed the government's claims on Mokha and Dhubab, and Saudi authorities have not confirmed the Houthi claim on the Rabigh refinery.

  • Domestic approval weeks

    3/5

The scope and legal basis of the Turkish force contribution have not been made public; a visible deployment would trigger a domestic debate over approval.

  • Troop numbers unclear days

    2/5

The Reuters claim on 2 October of 30,000–40,000 Pakistani troops was dismissed by Pakistan as speculative on 6 October; details are classified.

  • Defence production capacity months

    2/5

ASELSAN won a 1.0085 billion euro domestic air defence order on 1 October; Gulf demand would compete for the same lines.
