Singapore builds a 200 million dollar insurance pool for Asian data centres
Chee Hong Tat, Singapore's Minister for National Development and deputy chairman of the Monetary Authority, announced a data centre insurance facility with initial capacity of 200 million dollars on 2 November. It is being set up by MSIG, Gallagher Re, SCOR, Samsung Re and the Singapore Cyber Security Association.
The announcement came on the opening day of the Singapore International Reinsurance Conference. The facility will cover construction, operational, supply chain, design and cyber risks under one roof, with the initial 200 million dollars of capacity to be expanded over time. A memorandum of understanding among the five founders is expected to be signed during conference week; as of 3 November, the signing could not be verified. The minister urged project owners across the region to access cover through this single point in Singapore.
The rationale is a capacity constraint. According to a projection cited by the minister, Asia-Pacific data centre capacity will rise from about 32 gigawatts to 57 gigawatts by the end of 2030. Reinsurance News reports that densely clustered facilities, reliant on large grid connections, liquid cooling and complex supply chains, often exceed a single insurer's limits or risk appetite. The same day, the Monetary Authority announced grants of 30 million Singapore dollars, about 23.5 million US dollars, to help insurers build infrastructure investment teams.
Talay assessment
Bottom line
The 200 million dollar pool is the first state-backed step to acknowledge that data centre investment in the region is hitting single-insurer limits. Combining cyber risk with construction and operational risk in one facility matters, because limits stay tight when cyber cover is bought separately. Yet against 25 gigawatts of additional capacity, the initial sum covers only one layer of a few large projects; the real test is how fast capacity grows.
Likely effects
- Data centre investmentPositive1–6 months
A single point of cover could shorten insurance placement for regional projects outside Singapore and ease financial close.
- Cyber insurabilityUncertain1–6 months
Writing cyber risk in the same pool as physical risks offers a model for widening limits that stay tight in standalone cyber policies; at 200 million dollars, its scale is limited.
- Regional competitionUncertain6 months+
Singapore is positioning itself as a regional risk hub rather than a local market, which could intensify competition with broker capacity in Hong Kong and Tokyo.

The memorandum is signed in conference week and new participants join, but capacity stays below 500 million dollars through 2027.
