EU budget talks slip to December over a €141bn cut
EU leaders discussed the seven-year budget for the period after 2028, the Multiannual Financial Framework (MFF), on 15 October, but the decision has been left to the end of the year. The Irish presidency's negotiating box, at €1,622bn, sits 16% below Parliament's demand.
According to Euronews, Ireland's negotiating box foresees €1,622bn. That is 16% below the €1,938bn sought by the European Parliament, implying a cut of roughly €141bn. Council President Costa wants unanimity in December; one diplomat put the odds of that at 50%. A special budget summit has been scheduled for 26 November.
Eunews says the negotiation is split between the frugal states and the beneficiaries of cohesion funds. According to Euronews, six frugal countries, namely Germany, Austria, Denmark, Finland, the Netherlands and Sweden, want deep cuts, while 17 cohesion countries oppose them. Swedish Prime Minister Kristersson called the text unacceptable, and Spanish Prime Minister Sánchez said plainly that it fell short.
Costa is prioritising new own resources, meaning taxes collected at EU level. The options include the Carbon Border Adjustment Mechanism (CBAM), ETS revenues and customs duties. According to Euronews, Parliament President Metsola said Parliament would not settle for merely rubber-stamping a Council decision; the budget cannot enter into force without Parliament's consent.
Talay assessment
Bottom line
Pushing the budget talks to December signals that the EU will carry its energy and defence burden through national budgets rather than a common purse. The €141bn cut and the debate over new own resources suggest joint borrowing will not reach the table in the near term. That means an added premium on the bonds of highly indebted countries.
Likely effects
- Euro area bondsNegative1–6 months
With the door to joint financing closed, energy and defence spending shifts to national issuance; the France–Germany 10-year spread is around 142 basis points.
- Cohesion fundsNegative6 months+
The cut clouds the investment plans of the 17 cohesion countries and also delays the financial framework for candidate countries.
- TürkiyeUncertain6 months+
The debate over pre-accession aid and customs-based own resources indirectly affects Türkiye's trade and funding relationship with the EU.
