Storm Isaias shuts a quarter of Gulf of Mexico oil output

Tropical Storm Isaias had shut in 25.08% of oil production and 16.37% of gas production in the Gulf of Mexico as of 7 October, according to the US regulator. The Anchorage Daily News puts that at about 511,000 barrels a day.

A Reuters report carried by BOE Report said the US Marine Minerals Administration (MMA) reported that 8 of 371 manned platforms (2.16%) had been evacuated as of 7 October. Two of 11 rigs without dynamic positioning (18.8%) were evacuated, and one rig was moved off location as a precaution. Traders Agency said the share shut in on 6 October had been 9.24%, or 185,120 barrels a day, so the figure roughly tripled in a day. Offshore fields in the Gulf of Mexico supply 15% of US crude output and 5% of its natural gas.

Isaias was upgraded to a tropical storm at 04:00 CDT on 7 October. The Anchorage Daily News said it was moving with winds of 50 miles an hour, and a hurricane watch was issued between Bay St. Louis and Indian Pass. Transport Topics reported that the storm is expected to make landfall near Mobile on the morning of 10 October as a Category 2 hurricane with winds of 110 miles an hour. The same report said the National Hurricane Center rated confidence in the track as below average. Traders Agency said six refineries in the storm's path could be affected; Gulf Coast refineries account for about 50% of US refining capacity.

The timing makes the constraint tighter. According to a Reuters report cited by FXStreet, US crude output set a record for a second straight week, while Gulf Coast gasoline stocks fell to their lowest since September 2017. The loss of Hormuz has made the US the supplier of last resort, and Isaias has temporarily knocked out about 511,000 barrels a day of that capacity.

Bottom line

The roughly 511,000 barrels a day shut in by Isaias hit the very US supply that has been offsetting the loss of Hormuz. Offshore output usually returns within days once a storm passes. The real risk is that six Gulf Coast refineries are affected while product stocks are already at rock bottom. The most likely path is a brief loss of crude followed by a more lasting squeeze in gasoline and diesel.
