IEA speeds up emergency stock release, but the diesel share disappoints

Members of the International Energy Agency decided on 15 October to accelerate the remaining roughly 100 million barrels of March's 400-million-barrel pledge. The decision includes more than 20 million barrels of diesel; an earlier discussion had centred on 50 million barrels.

Location: PARIS

According to The National, agency members have released 330 million barrels since March. The remaining 100 million barrels, including more than 20 million barrels of diesel, will reach the market on a schedule suited to each country's circumstances. Because some members released more than they originally pledged, the total will exceed 400 million barrels; no precise timetable has been announced. According to a Reuters report carried by Asharq Al-Awsat, EU governments were discussing a French proposal earlier this month for 50 million barrels of diesel and 50 million barrels of crude. Spain will release 4.4 million barrels from its strategic reserve in October; it has delivered 3.7 million of the 11.5 million barrels it pledged in March.

The market did not read the decision as new supply. Abhishek Kumar of Sparta Commodities said the diesel volume was an acceleration of an existing commitment rather than new barrels. According to Oilprice, European gasoil prices rose after the announcement. Brent December futures closed 14 cents lower at $105.92 the same day. Ahead of the 3 November midterm elections, the US administration wants Europe to release more; the US Department of Energy criticised European countries for failing to meet earlier commitments.

Talay assessment

Bottom line

The decision brings forward an existing pledge rather than adding supply: 330 million barrels of the 400-million-barrel programme have already been released, leaving roughly 100 million. A diesel share below the 50 million barrels under discussion suggests the reserve buffer is nearing its end. Once the release is over, refinery output and Gulf product exports will have to close the diesel gap.

Likely effects

  • Diesel pricesNegativeWeeks

The 20 million barrels of diesel are being read as acceleration, not new volume; European gasoil prices rose after the announcement, so relief will be limited.

  • Strategic reservesNegative1–6 months

Most of the programme has been used; the common buffer available for a fresh shock has shrunk markedly.

  • Transatlantic relationsUncertainWeeks

The US Department of Energy's criticism of Europe for unmet pledges shows that the release timetable has become a matter of political bargaining.

Some members keep deferring the remaining volume and the release runs into year-end.
