Carney brings a free trade agenda to Ankara on a landmark visit

Canadian Prime Minister Mark Carney visits Ankara and Istanbul on 21–23 October, the first bilateral visit to Türkiye by a Canadian prime minister. If a free trade agreement is signed, the two sides aim to lift trade to 7–8 billion dollars in the near term and then to 10 billion.

Location: ANKARA

Daily Sabah reported on 20 October that Carney will discuss trade, the defence industry, energy and investment with President Erdoğan in Ankara. The two leaders formally launched free trade negotiations at the NATO Ankara Summit in July 2026. According to a 6 October announcement from the Prime Minister's Office, Canada completed its public consultation in September. The Istanbul leg, running to 23 October, consists of business meetings on energy, aviation, advanced technology and critical minerals.

The timing reflects Ottawa's own constraint. Daily Sabah said trade talks with the US collapsed in August 2026, and Carney has pledged to double non-US trade within a decade. The same report said Türkiye has agreed to become one of 10 founding members of the Defence, Security and Resilience Bank that Carney set up for 'middle powers'. The bank aims to raise up to 134 billion dollars in low-cost financing for allied defence.

Trade figures differ by source. Daily Sabah puts Türkiye's 2025 exports to Canada at about 1.58 billion dollars and imports at 1.16 billion, for a total of 2.74 billion. Euronews, citing the Prime Minister's Office, gives 2025 goods trade as 4.3 billion Canadian dollars, of which 3.2 billion were imports from Türkiye. Daily Sabah puts total trade in January–August 2026 at about 2 billion dollars; the 7–8 billion target is roughly three times current volume.

Talay assessment

Bottom line

For Türkiye the visit opens a financing door as much as a market. Joining the defence bank as one of 10 founders means getting in early on the diversification plan of a G7 country whose trade with the US has collapsed. The free trade agreement will not be signed on this trip; talks that began in July are still at the scoping stage. The most likely outcome is letters of intent on energy and critical minerals plus a negotiating timetable.

Likely effects

  • Turkish exportsPositive6 months+

Machinery, iron and steel and aluminium exports could gain a tariff advantage in Canada once a deal is in place; current volume stood at 1.58 billion dollars in 2025.

  • Defence financingPositive1–6 months

Founding membership of the middle-powers bank could open a low-cost, non-dollar financing channel for Turkish defence industry projects.

  • Critical mineralsUncertain6 months+

Critical minerals is one of five themes at the Istanbul business meetings; any declared investment intent would diversify Türkiye's mineral supply chain.
