Former minister Sayan Kaya repays 1.86 billion lira in fund probe
Former family minister Fatma Betül Sayan Kaya and her husband were questioned as suspects in the fund investigation on 7 October. On 5 October the couple paid about 1.86 billion lira into the voluntary repayment account of the TMSF.
Turkish Minute reported on 7 October that the couple invested about 163 million lira in Özata Denizcilik shares and made about 2.17 billion lira from selling them. According to Euronews, Sayan Kaya stepped down from her party post on 26 September and her assets were frozen on 29 September. NTV said the couple returned about 1.86 billion lira to the TMSF on 5 October with the prosecutor's approval; the TMSF is the Savings Deposit Insurance Fund, which manages seized assets. In their statements, both suspects denied receiving inside information.
The mechanism itself is the real constraint. The voluntary payment route set up by the Capital Markets Board (SPK) aims to cover investor losses without using public money. Turkish Minute says 220 people face action in the investigation, and payments to more than 43,000 investors begin on 8 October. The 1.86 billion lira returned equals roughly 86% of the approximately 2.17 billion lira the couple made from the sales. A ten-article bill now being drafted, Bloomberg HT reports, would cover holdings of up to 1 million lira for 455,578 investors.
The investigation has now reached the upper ranks of the ruling party. Euronews reported that the AK Party leadership said on 7 October that Sayan Kaya was no longer a party member. The gap between the opposition's claim of gains above 2 billion lira and the couple's own declaration could not be verified as of 7 October.
