AK Party drafts a temporary bill to wind down troubled funds
On 6 October the AK Party prepared a 10-article temporary bill covering holdings of up to 1 million lira held by 455,578 investors in funds under liquidation. A day earlier, on the evening of 5 October, Tera Yatırım Bankası was announced to have missed payment on a maturing 5 billion lira nominal bill.
According to a CNBC-e report timed 18:16 on 6 October, the bill was drafted by a working group of lawyer MPs set up by parliamentary group chair Abdullah Güler. The temporary arrangement provides for liquidating the holdings of 455,578 investors up to 1 million lira and will be submitted to the Speaker of Parliament in the coming days. Bloomberg HT reported that the 10-article text adopts the principle that no public funds will be used. According to the same report, payments of up to 1 million lira will begin under Capital Markets Board (SPK) decisions without waiting for the bill to pass. Sabah reported that Vice-President Cevdet Yılmaz was due to brief the General Assembly on the fund investigation on 7 October.
On 6 October the crisis also reached a bank balance sheet. The Central Registry Agency (MKK) made the announcement at 17:55 on 5 October. According to Türkiye Today on 6 October, Tera Yatırım Bankası failed to pay principal and interest on a 5 billion lira nominal financing bill issued on 6 April with a 182-day maturity. A financing bill is a company's near-term debt instrument; total liabilities on this one were about 6.05 billion lira. A KAP filing dated 29 July 2026 shows the bank sold a second 182-day bill of 5.3 billion lira at 43% simple interest, maturing on 27 January 2027.
A Gedik Yatırım report cited by Türkiye Today estimates that, as of 30 September, 333.9 billion lira of the 652.3 billion lira held by 129 funds in liquidation may be illiquid. The bill aims to resolve the stakes of small investors with up to 1 million lira. The bill default, however, shows the problem migrating from the funds to qualified investors holding bank debt instruments. The 29 July 2026 KAP filing listed the A− rating that JCR Avrasya assigned the bank on 30 July 2025 as investment grade.
