Fund investors to recover principal up to 1 million lira in October
Erdoğan said on 12 October that, if the bill passes, payments of principal of up to 1 million lira to fund investors will begin in October. Cevdet Yılmaz said the same day the aim is to cut the number of investors awaiting payment from 455,758 to below 100,000.
Speaking after a cabinet meeting on 12 October, President Erdoğan said ordinary and extraordinary liquidations would take place in October and that payments would cover principal of up to 1 million lira. Bloomberg HT, publishing at 18:59, reported that action has been taken against 282 people in the fund investigation. Of these, 84 have been arrested, 27 suspects are subject to detention warrants and 99 are under judicial supervision. The transfer of Katılım Evi and İktisat Katılım Bankası to Emlak Katılım has also begun.
Vice President Yılmaz told AA the same day that the 131 funds the Capital Markets Board ordered into liquidation on 17 September account for 4.6% of all funds and 7.7% of portfolio value. According to Türkiye Today, about 44,000 investors had been paid by 8 October through the ordinary liquidation of 3 companies. If an ordinary liquidation agreement is reached with Atlas Portföy, around 58,000 more investors will be covered; the outcome is expected this week.
The bill goes to a parliamentary committee on 14 October and then to the General Assembly. Interim payments will be calculated on net investment, and if cash is insufficient the smallest claims will be paid first. Yılmaz repeated that no public money will be used in either type of liquidation. Payments will come from the funds' own assets and from assets to be recovered.
Talay assessment
Bottom line
The government wants to close the fund crisis without loading it onto the Treasury, and has squeezed the legislative timetable into October to do so. A cap of 1 million lira covers most of the 455,758 investors and eases the political pressure. The risk is that payments depend on the funds' own cash and on recovered assets. If the cash runs out, small creditors go first and large creditors wait longer.
Likely effects
- Turkish deposits and fund marketUncertainWeeks
October payouts will increase money leaving funds and returning to deposits; a recovery in trust in the fund sector depends on the outcome of the liquidations at 7 companies.
- Public financesUncertain1–6 months
The pledge not to use public money puts no direct burden on the budget, but if asset recovery is delayed, political pressure will test that pledge.
- Capital markets regulationNegative1–6 months
Erdoğan signalled further regulation; executive liability and SDIF powers to sell assets raise compliance costs for portfolio management firms.
