India nearly halves its diesel export duty and raises the petrol levy

India's Finance Ministry cut the export duty on diesel from 16 rupees to 8.5 rupees a litre with effect from 16 October. The levy on petrol rose from 0.5 rupees to 2.5 rupees, while the duty on jet fuel stayed at 10.5 rupees.

Location: NEW DELHI

According to Business Today, the ministry announced the decision in a notification, and the rates apply for two weeks. The diesel duty had already been cut from 20 rupees to 16 rupees on 1 October, so it has more than halved in a month. India introduced export duties on diesel and jet fuel on 27 March, after the Iran war pushed up crude prices, and extended them to petrol on 16 May. The levies are reviewed every two weeks in line with international product prices. Domestic taxes on petrol and diesel are unchanged.

Oilprice notes that the diesel cut could bring extra supply to a tight international market, while the fivefold rise on petrol is meant to discourage petrol exports. The report recalls that Petroleum Minister Hardeep Puri said in September that India would keep exporting diesel. Business Today puts the national average retail price at 111.21 rupees for petrol and 97.83 rupees for diesel. The effect on export volumes cannot be measured until the next review, and refiners' response could not be verified.

Talay assessment

Bottom line

New Delhi is loosening diesel exports while reining in petrol. That suggests petrol is seen as the more fragile product at home, and that the government wants to earn foreign currency from diesel margins. In the near term Indian refiners add supply to a tight middle-distillate market. The most likely path is for the diesel duty to stay low at the fortnightly reviews.

Likely effects

  • Diesel marketPositiveWeeks

If more diesel cargoes leave India, the middle-distillate squeeze in Europe and Asia eases somewhat.

  • Indian domestic marketUncertainWeeks

A fivefold higher export duty on petrol protects domestic supply and helps hold the retail price at 111.21 rupees.

  • TürkiyePositive1–6 months

More Indian diesel on the market could make it easier for Türkiye to find alternative sources for its diesel imports.
