Indian border guards kill two Pakistanis near Kasur

Pakistan's Foreign Ministry said on 3 October that India's Border Security Force (BSF) had killed 2 civilians and wounded 1 in the Bedian sector near Kasur, and summoned India's chargé d'affaires. New Delhi summoned Pakistan's chargé d'affaires the same day.

Location: KASUR

According to Al Jazeera, the incident took place on Friday 2 October. According to Dawn, the dead were 2 civilians from Ladhar village, and the wounded man came from the same village. Pakistan's Foreign Ministry said the BSF had used lethal force against unarmed civilians and made 2 demands: an investigation and disciplinary action. According to The Express Tribune, the 3 men reportedly crossed a boundary pillar before fire was opened; Pakistani security sources say none of the 3 tried to cross the border fence.

According to Al Jazeera, New Delhi maintains that the 3 men crossed into Indian territory in the Ferozepur sector of Punjab and posed a threat. India's foreign ministry called Pakistan's claims 'baseless and deliberate' and linked the incident to an armed drug-smuggling network run from Pakistan. Neither side's account could be independently verified.

The incident comes amid tension that has persisted since the 4-day conflict triggered by the April 2025 attack in Kashmir that killed 26 tourists. According to The Express Tribune, the ceasefire renewed in 2021 largely held until the end of 2024. On 3 October Pakistan also rejected India's UN statement describing Kashmir as an 'internal matter'.

Talay assessment

Bottom line

Unlike incidents on the Line of Control in Kashmir, this one took place on the Punjab stretch of the international border. That shows tension can turn deadly even on a frontier considered calmer. Both countries confined themselves to summoning diplomats. The most likely course is limited diplomatic friction, though the ongoing conflict on Pakistan's western border with Afghanistan leaves Islamabad under pressure on two fronts.

Likely effects

  • India–Pakistan relationsNegativeWeeks

Tit-for-tat summonses make it less likely that channels already suspended, such as trade and visas, reopen in the near term.

  • Pakistan's security burdenNegative1–6 months

Tension on the eastern border alongside the conflict on the Afghan border raises the risk that the Pakistani army must split its resources across two fronts.

  • Türkiye's room to mediateUncertain1–6 months

Türkiye's closeness to Pakistan through the Mecca pact increases Ankara's need to balance its relations with India.
