Libya's eastern parliament unanimously ratifies maritime deal with Türkiye

Libya's eastern-based House of Representatives on 20 October unanimously approved the maritime jurisdiction memorandum signed with Türkiye in 2019. It also repealed 2 resolutions from 2020 that had rejected ratification and severed political ties with Ankara.

Location: EAST MEDITERRANEAN

According to a statement from Benghazi on 20 October, the Tobruk-based house unanimously accepted the memorandum signed in November 2019 between Ankara and the former Government of National Accord in Tripoli. In the same session it repealed Resolution 1 of 2020, which rejected ratification, and Resolution 6, which cut political ties with Ankara. Al Jazeera notes that the same chamber had voted unanimously against the deal in 2020; six years on, it has reversed course entirely. The 20 October statement contains no timetable for implementing the memorandum on the ground.

The energy dimension rests on two earlier steps. A second memorandum signed with Tripoli in 2022 set a framework for Turkish seismic surveys and drilling. To Vima reports that TPAO signed a seismic survey agreement with Libya's National Oil Corporation in June 2025 covering 4 offshore areas. The work spans about 10,000 square kilometres, with data processing expected to take 9 months. Approval by the eastern parliament removes the 2020 veto, the largest legal challenge to the 2019 boundary from inside Libya.

Greece's foreign ministry said on 20 October that the memorandum breaches international maritime law and that Athens would take all appropriate measures to protect its sovereign rights. In June 2025 the EU Council recorded that the memorandum infringes the rights of third countries and cannot produce legal effects for them. Egypt also rejects the deal. Al Jazeera recalls that in July 2026 Türkiye agreed with Haftar's Libyan National Army to develop military facilities and surveillance systems; the vote came 3 months after that rapprochement. The text of Ankara's official statement could not be verified as of 20 October.

Talay assessment

Bottom line

Ratification removes the largest legal challenge to the 2019 boundary from inside Libya and ties Türkiye's Eastern Mediterranean maritime claim to both of Libya's rival centres of power. The 20 October statement gives no implementation timetable. While Greece and the EU maintain their objections, the memorandum's legal effect on third countries will stay contested. The most likely path is TPAO's seismic work advancing without political obstruction while tension with Athens stays diplomatic.

Likely effects

  • Energy explorationPositive1–6 months

TPAO's seismic work in 4 offshore areas no longer faces political objection from eastern Libya; data processing and possible licensing steps could speed up.

  • Türkiye–GreeceNegativeWeeks

Athens has said it will take all appropriate measures; new licensing or survey activity in overlapping waters could cause friction.

  • Türkiye–EUNegative1–6 months

Unless the EU Council's June 2025 position changes, the memorandum remains a standing irritant in relations with the EU.

  • Position in LibyaPositive6 months+

With eastern and western Libya backing the same document, Ankara becomes a rare common denominator between two rival centres.

Possibilities, ranked

  1. 1
    Quiet implementation55%

Seismic and licensing work proceeds quietly while Athens and Cairo confine themselves to diplomatic protest.

Watch: A new field or seismic survey announcement from TPAO or Libya's National Oil Corporation

  2. 2
    Diplomatic escalation30%

Greece and Egypt respond with counter-licensing or maritime activity, and EU texts refer to the memorandum again.

Watch: A Greek licensing round in the overlapping area, or a reference to the memorandum in EU Council conclusions

  3. 3
    Reversal in Libya15%

Opposition within the eastern parliament or a legal challenge suspends implementation of the ratification.

Watch: A court petition in Libya against the ratification or a new resolution by the parliament
