Egypt gathers Eritrean, Sudanese and Somali leaders amid Ethiopia crisis

Egypt is hosting a 4-way consultative summit with the leaders of Eritrea, Sudan and Somalia in New Alamein on 4 October. On 3 October Sisi held separate talks with the Eritrean and Somali leaders and pledged full support for both countries' territorial integrity.

According to Arab News, the summit brings together Sisi, Eritrean President Isaias Afwerki, Somali President Hassan Sheikh Mohamud and Sudan's army chief Abdel Fattah al-Burhan. It coincides with fighting in northern Ethiopia that intensified on 23 September and is seen as the most serious escalation since the 2020–2022 civil war. Addis Ababa accuses Eritrea, Egypt and Sudan of backing the Tigray-led opposition alliance; all 3 deny it. This week Ethiopia closed its embassy in Asmara and expelled 10 Eritrean diplomats, and Eritrea severed diplomatic relations.

Sisi held 2 bilateral meetings on the sidelines of the Alamein Africa Business Forum on 3 October, according to Daily News Egypt. In both he raised the security of the Red Sea, the Gulf of Aden and the Bab el-Mandeb. Sisi declared his support for Eritrea's security and territorial integrity, and the 2 leaders agreed to step up political coordination. The African Union Commission urged the 3 countries to exercise maximum restraint; The Rio Times dates the appeal to 1 October, Arab News to Friday 2 October. According to The Rio Times, Egypt objected to the appeal on 3 October on the grounds that it lumped Egypt together with Ethiopia's internal conflict.

According to Arab News, 3 long-running disputes form the backdrop: the Grand Ethiopian Renaissance Dam on the Blue Nile, Ethiopia's demand for access to the Red Sea, and Somalia's tension with Ethiopia over Somaliland. The 4 summit countries form a line encircling Ethiopia from the north, west and east. At the time of writing, no joint statement or named mechanism had been announced.
