MSCI freezes changes to its Türkiye indices and the stock market falls 2.9%

MSCI has frozen weight increases and new constituent additions in its Türkiye indices, effective 15 October, until further notice. The BIST 100 closed 16 October down 2.9% at 11,721.72 points, its fifth weekly decline.

Location: ISTANBUL

According to the announcement reported by bianet and CNBC-e, MSCI halted 4 types of change from 15 October. There will be no increases to foreign inclusion factors (FIF, the share of equity counted as open to foreigners in index calculations) or to share counts. No new stocks will enter the MSCI Türkiye IMI index, and companies cannot migrate to a higher size segment. The rationale is concern that coordinated trading may have taken place through funds closely linked to some small companies, distorting free-float calculations. MSCI wrote that if it sees insufficient progress by June 2027, it may open a consultation on moving Türkiye from emerging to frontier or standalone status. The current status is unchanged.

According to Türkiye Today, the BIST 100 fell 2.9% on 16 October; the index lost 4.4% over the week and 15.5% over the month. The banking index fell 1.9% and the holdings index 2.5%, and only 4 companies in the BIST 100 ended the day higher. According to a Reuters report carried by Medyascope, the index is more than 20% below its record close in May. S&P Dow Jones Indices had also warned in July 2026 that it could remove Türkiye from its emerging-market category.

Ankara's response hinges on a legislative timetable. According to Türkiye Today, Şimşek plans to pass a new law against capital-market crimes by early 2027. The Capital Markets Board has introduced weekly portfolio disclosure for hedge funds, concentration limits and mandatory collateral for borrowing. Liquidation of 131 problem funds belonging to 7 portfolio management companies is under way. On 16 October Erdoğan said the problem had appeared in 4.6% of funds and objected to the capital market as a whole being branded criminal.

Talay assessment

Bottom line

The decision leaves Türkiye's status intact but freezes passive foreign entry into Turkish equities: without FIF and share-count increases, index weight cannot grow. The clock is set to June 2027, and Ankara's new law is not expected until early 2027. The likeliest path is a freeze lasting months, with foreign inflows tilting towards bonds rather than equities.

Likely effects

  • EquitiesNegative1–6 months

With new additions and weight increases frozen, index funds have lost a channel for allocating fresh money to Türkiye; the BIST 100 fell 15.5% over the month.

  • IPOsNegative1–6 months

Because no new stocks will enter MSCI IMI, newly listed companies cannot benefit from foreign index demand; equity financing is becoming more expensive.

  • CurrencyUncertainWeeks

As the equity channel narrows, foreign inflows concentrate in rate-sensitive bond flows; the 22 October MPC decision will weigh more heavily on the lira.
