Tokayev sacks defence minister after 14 soldiers die in Caspian drill
Kazakh President Tokayev dismissed Defence Minister Dauren Kosanov on 27 September after 14 soldiers died in a Caspian exercise on 24 September. He was replaced by Major General Aidos Myrzakhmetov, the 45-year-old commander of the Special Forces.
According to a Times of Central Asia report on 28 September, 17 soldiers were swept into the sea during a landing from a Kaysar boat in the Caspian Shield 2026 exercise in the Mangystau region. Of these, 14 died and 3 were rescued. 25 September was declared a day of national mourning. Five people were detained: the Navy chief of staff, two unit commanders, a marine company commander and the boat commander. The Interior Ministry opened a criminal investigation on suspicion of negligence and breaches of navigation rules. Caspianpost wrote that a sudden deterioration in the weather caused the accident.
Tokayev ordered a comprehensive audit of the Defence Ministry within 7 days and a military reform plan within 10 days for the Security Council meeting in October. Priorities include the efficiency of military spending, renewal of the command structure and making appointments based on experience rather than personal loyalty. The Supreme Audit Chamber also launched an audit of budget efficiency. According to Caspianpost, Myrzakhmetov was appointed Special Forces commander in January 2024 and promoted to major general in May 2026. The dismissed Kosanov had been minister since June 2025.
