Türkiye and Armenia discuss reopening the Gyumri–Kars power line

A delegation led by TEİAŞ board chairman Mustafa Pustu met Armenia's infrastructure minister Davit Khudatyan in Yerevan on 5 October to discuss restarting the Gyumri–Kars transmission line. The line's net transfer capacity for 2026 is zero in both the import and export directions.

Armenpress reported on 5 October that executives from Armenia's power system operator and its high-voltage grid company also attended. Khudatyan said both sides stressed the importance of linking the two countries' power systems for bilateral and regional cooperation. According to Türkiye Today, the existing line's net transfer capacity for 2026 is zero in both directions. Net transfer capacity is the power the two grids make available for trade. The same report said parallel work is under way to reopen the Gyumri–Kars railway, closed since 1993.

OC Media reported that Türkiye closed the border in 1993. Trade restrictions were lifted in May 2026, but diplomatic relations have not yet been established and the land border remains closed. The same report said Armenia relies on the Metsamor nuclear plant for its electricity and has grid links with two neighbours, Iran and Georgia. Although trade has been free since May 2026, Prime Minister Nikol Pashinyan said new demand from AI data centres could exhaust the country's power surplus. Türkiye Today said the European Commission has allocated €313.2m to Armenia's Caucasus Transmission Network project.

For Türkiye, the line is read as one piece of a planned power corridor linking Azerbaijan, Georgia, Türkiye and Bulgaria. The constraint is political, not technical. Without diplomatic relations between the two countries, opening the line to trade depends on every step of the normalisation process.
