White House fact sheet: US and China launch a 'superintelligence' dialogue and an AI incident channel, first round in November; no line on chip export controls

According to the White House fact sheet dated 25 September, the US and China established the US–China Superintelligence Dialogue to exchange views on the risks and benefits of SI, agreed to hold the next meeting before November 2026 and agreed to set up a bilateral communication channel for SI incidents. According to the same document, agreement was reached under the Board of Trade on a proposal for more favourable tariffs on 30 billion dollars of non-sensitive goods in each direction, and China will import at least 10 million tonnes of US coal in 2027 and 2028. A goal of shipments of rare earths and critical minerals returning to 'appropriate levels' is written down, but without a figure. On 24 September we reported that there was no signed text for a post-summit incident notification line; the fact sheet says the channel will be set up, but a signed text has still not been published.

According to an AP report carried by SecurityWeek on 26 September, the 3-day summit ended on 26 September; the sides agreed to sign a memorandum of understanding to strengthen military crisis communication, and the trade truce was extended by 2 months. Trump said the US would not put the brakes on AI and that China was at least 1, perhaps 1.5 years behind. According to a Seoul Economic Daily report of 26 September, China had not issued a separate official statement confirming these provisions at the time of publication. According to Türkiye Today, the agreements contain no commitment to pause work on self-improving AI or to set up an inter-company technical working group; Representative Ro Khanna argued that an opportunity had been missed. The fact sheet does not mention Nvidia, chips or export controls; export controls are mentioned only for 2 fentanyl precursor chemicals.
