Ankara Declaration pledges to link Zangezur to the Middle Corridor
The 13th Summit of the Organization of Turkic States ended on 30 October with the 163-article Ankara Declaration. The text envisages linking the Zangezur Corridor and the China–Kyrgyzstan–Uzbekistan railway to the Middle Corridor, but the articles reported so far contain no timetable or budget.
According to Aydınlık, the 163-article declaration was signed on 30 October in Azerbaijani, Kazakh, Kyrgyz, Turkish and Uzbek. Anadolu Agency reported that Türkiye has taken over the rotating chairmanship until the next summit; the 14th Summit will be held in Uzbekistan in 2027. The text renews the commitment to develop and fully use the trans-Caspian Middle Corridor, the rail and ferry route from China to Europe that bypasses Russia. Full use of the Baku–Tbilisi–Kars railway is also among the 163 articles.
The real new link is the connectivity language. According to Aydınlık, members will cooperate to develop the Zangezur Corridor and the China–Kyrgyzstan–Uzbekistan railway together and connect them to the Middle Corridor. The text cited by Anadolu Agency calls for a separate OTS Transport Corridors Strategy and also mentions the Trans-Afghan railway; the overarching framework is the OTS 2027–2031 Strategy. Azerbaijan and Kazakhstan signed a separate cooperation agreement on the trans-Caspian corridor on 15 October. On customs, the declaration calls for implementation of the e-CMR, or electronic consignment note, agreement.
In energy, the declaration backs the Azerbaijan–Georgia–Türkiye–Bulgaria corridor and the Caspian–Black Sea–Europe Green Energy Corridor. In cyber, members are urged to speed up the signing of a memorandum of understanding and consultations on a Cyber Security Council. No capacity, budget or construction date appears in the reported articles; we were unable to review all 163 articles. Nor could we find any figure on insurance and war premium costs for the Middle Corridor. The Armenian section of Zangezur hinges on a company 74% owned by the US, approved by Yerevan on 28 October under the name TRIPP; the declaration uses the older name.
Talay assessment
Bottom line
The declaration ties Türkiye's chairmanship to the language of corridors and brings Zangezur and the China–Kyrgyzstan–Uzbekistan line into a single framework. Yet the reported articles remain at the level of commitments, with no timetable or budget. Talay's reading is that the binding constraint lies not in Ankara but in the US-owned company in Armenia and in trans-Caspian crossing capacity.
Likely effects
- Turkish logisticsPositive1–6 months
The chairmanship gives Ankara room to set the agenda on customs and e-CMR; the concrete effect depends on members implementing the document.
- Routes bypassing RussiaUncertain6 months+
Growth of the Middle Corridor through Zangezur and the China link would erode the share of transit via Russia over time, but without construction dates the effect is deferred.
- Cyber cooperationUncertain1–6 months
The cyber memorandum and the Council item are still at the consultation stage; without signatures, no binding incident-sharing obligation arises among members.
Possibilities, ranked
- 1Commitment, slow implementation60%
The declaration becomes a strategy, but the first concrete steps stay in customs and documentation; the infrastructure timetable waits for 2027.

Members allocate budgets to the corridor and a construction timetable is announced in early 2027.
Watch: A funded financing announcement for the corridor project from member states
