Russian missiles hit Kyiv's CHP-4 plant without allied warning
Russia struck Kyiv with ballistic missiles overnight on 13–14 October; Zelenskiy said the main target was the CHP-4 thermal power plant. The Kyiv Independent says 3 people were killed and 22 injured; for the second night running Ukraine received no early warning from its allies.
France 24 says Kyiv mayor Klitschko reported at least two dead and about 20 injured; a nine-storey apartment block in Desnianskyi was also hit. According to the Kyiv Independent, more than 12 explosions were heard between 04:45 and 06:45, and there were brief power cuts around 05:30. Ukraine's Air Force said no information had come from partners about the launches on 12 and 13 October.
The attack came two days after the energy ceasefire Trump announced on 11 October. Zelenskiy says Ukraine has not hit Russian refineries for two days, while Russia carried out more than 200 attacks on power facilities and 17 on oil and gas facilities over the past week. Trump did not accuse Russia of breaking the ceasefire on 13 October. Sources cited by the Kyiv Independent say Washington threatened on 12 October to cut intelligence sharing and PURL supplies; any link between that and this attack has not been verified.
Talay assessment
Bottom line
The energy ceasefire is working one way: Kyiv has halted refinery strikes, Moscow keeps hitting the grid, and Washington does not count it as a violation. Two nights without early warning suggest US pressure may be feeding through to air defence on the ground. The likeliest path is that Kyiv puts the refinery card back on the table as winter approaches.
Likely effects
- Ukraine's gridNegativeWeeks
Kyiv's population of more than 3 million lives with hourly outages; damage to a thermal plant puts winter heating directly at risk.
- Russian refineriesUncertainWeeks
The refinery pause eases Russia's diesel export tranches; if Kyiv ends it, the 31 October diesel decision becomes uncertain again.
- US supportNegativeWeeks
Two nights in a row without early warning deepen suspicion that the 12 October threat to intelligence sharing has reached the battlefield.

The Kremlin agrees to stop grid attacks and the ceasefire is put in writing.
