Sri Lanka's grid collapses in a blackout lasting over 3 hours

Sri Lanka's transmission grid collapsed completely around midday on Saturday 17 October, leaving the entire island without power. The National System Operator (NSO) asked rooftop solar owners to disconnect their systems so the grid could be restored; according to PTI, the outage lasted more than 3 hours.

Location: COLOMBO

According to EconomyNext, the NSO, which has taken over grid operations from the Ceylon Electricity Board (CEB), attributed the collapse to system instability in the transmission network. Energy Minister Anura Karunatilaka said a sudden system failure had left the whole island without power. He cited as a possible cause a fault detected on Friday 16 October at the Upper Kotmale hydropower plant in the central highlands. Of the 8 outlets covering the story, only 1, Free Malaysia Today, blamed excess solar generation; the root cause had not been disclosed as of 18 October.

The outage also knocked out water, internet and mobile communications. Water treatment plants stopped temporarily, and the water board urged the public to use water sparingly. Power was restored area by area. ThePrint, citing PTI, reported that the outage exceeded 3 hours, but the time at which power returned across the whole island could not be verified.

The incident intersects with a structural shift in the grid. Official data show the share of renewables in generation, including hydropower, private renewable plants and rooftop solar, rose to 64.4% in May 2025 from 48.3% a year earlier. The government targets 70% by 2030. According to EconomyNext, the CEB Engineers' Union had blamed an earlier cascading collapse on the grid's inability to recover from shocks and on high volumes of rooftop solar.

Talay assessment

Bottom line

The root cause has yet to be disclosed. But if a single plant fault, as the minister suggests, can cascade into an islandwide collapse, the grid's backup and recovery capacity is weak. The target of raising the renewables share to 70% by 2030 will deepen this fragility without investment in grid balancing. The likeliest path is for the inquiry to highlight the Upper Kotmale fault and for new connection rules to be imposed on rooftop solar.

Likely effects

  • Water and communicationsNegativeWeeks

Power-dependent water treatment, internet and mobile networks all stopping during an outage of over 3 hours showed critical infrastructure sharing a single point of failure.

  • Rooftop solar investmentUncertain1–6 months

The NSO's request to disconnect rooftop panels will speed up debate over new technical limits on rooftop solar in a grid where renewables have reached 64.4%.

Possibilities, ranked

  1. 1
    Technical fault blamed, rules tighten50%

The inquiry names the Upper Kotmale fault as the trigger, and remote disconnection and connection rules for rooftop solar are tightened.

Watch: Disclosure of the root cause in an NSO or Energy Ministry inquiry report

  2. 2
Solar surplus declared the root cause30%

The report argues that rooftop solar destabilised the grid, and new rooftop solar connections are slowed.

Watch: Announcement of a quota or moratorium on new rooftop solar connections

  3. 3
    Another islandwide blackout20%

The grid collapses again before corrective measures take hold, and the government is forced to announce an emergency investment package.

Watch: A second islandwide outage before the end of December
