Trump rejects Iran's plan to reopen Hormuz in 7 days; Tehran had set conditions on the blockade, oil sanctions and around 12 billion dollars in frozen assets

US President Trump on Saturday 26 September rejected the 7-day roadmap Iran had conveyed through mediators. According to Al Jazeera, the plan was conditional on lifting the US blockade of Iranian ports, a waiver from oil sanctions, the release of around 12 billion dollars in frozen assets and a regional ceasefire also covering Lebanon and Yemen.

Location: WASHINGTON / TEHRAN

According to an Al Jazeera report dated 26 September, Tehran's proposal envisaged reopening the Strait of Hormuz within 7 days if 4 conditions were met: the lifting of the US naval blockade, a sanctions waiver for Iranian oil sales, the release of around 12 billion dollars in frozen assets and a regional ceasefire including Lebanon and Yemen. Trump said he had rejected the offer and argued that Iran wanted a deal because it had 'lost very badly'. It was reported that the mediation was running through Qatar, that Foreign Minister Araghchi was awaiting Washington's 'definitive' position and that President Pezeshkian said they did not trust the US side; the war is approaching its 7th month.

CBS News's live coverage wrote that the rejection was announced at 17:40 (US Eastern) on 26 September and that Trump claimed 29 ships had left the strait under military escort the previous night. According to the same coverage, the US military escorted around 40 million barrels over the past 48 hours and the blockade has turned back a total of 122 ships, 7 of them in the past two days. Pezeshkian had confirmed to CBS on 25 September that UN nuclear inspectors would be allowed in under a durable ceasefire agreement. According to Fox News, Trump said the US had 'total control' of the strait; the 29-ship claim could not be verified with independent tracking data.

Talay assessment

Bottom line

The rejected plan weakens the expectation of a phased deal that was priced in on 25 September: Washington says it can partly operate the strait with escorts, while Tehran says there will be no reopening until the blockade and sanctions are lifted. Because both sides believe time is working in their favour, deadlock is the most likely path in the near term; while the mediation channel (Qatar, Oman) stays open, the possibility of a new package is not entirely closed.

Likely effects

  • Oil pricesNegativeWeeks

The risk premium that fell on 25 September on news of a phased deal may be repriced at the 28 September open; unless the 29-ship escort claim is verified, supply concerns persist.

  • DiplomacyUncertain1–6 months

Iran's signal that it would admit UN inspectors has added a new item to the bargaining table; however, the demands for 12 billion dollars in assets and a sanctions waiver run into Washington's red lines.

  • TürkiyeNegativeWeeks

The continued closure of Hormuz keeps Türkiye's Brent-indexed energy bill and fuel prices high; the rejection of the 7-day plan may prolong week-to-week price swings at the pump.
