Türkiye backs rapid force deployment to Saudi Arabia under Makkah pact
Türkiye, Pakistan and Saudi Arabia convened an extraordinary meeting of the Makkah Joint Defence Agreement committee in Riyadh on 5 October. The three countries agreed to put the joint defence commitment into effect and approved arrangements for rapid force deployment to the kingdom.
According to Arab News Pakistan, the meeting was attended by Foreign Minister Hakan Fidan, Defence Minister Yaşar Güler and Chief of the General Staff General Selçuk Bayraktaroğlu. The Express Tribune says the pact was signed on 7 August 2026 and treats an armed attack on one member as an attack on all. According to Dawn, the joint statement condemned attempted attacks on Makkah and Madinah and continuing attacks on Saudi civilian and economic targets. At Pakistan's suggestion, retired Lieutenant General Nauman Mahmood became the alliance's first secretary-general for a three-year term.
The backdrop to the meeting is the Yemen front. According to Dawn, Saudi forces launched a major offensive to retake Houthi-held territory, and the Houthis targeted Aramco facilities south of Riyadh with ballistic missiles and drones. Pakistani Defence Minister Khawaja Asif said Pakistan and Türkiye remain in a supporting role, with Saudi troops conducting the fighting. It has not been announced which forces or capabilities Türkiye will deploy; this item could not be verified.
Sources conflict on the numbers. According to the Express Tribune, Reuters reported on 2 October that Pakistan had sent between 30,000 and 40,000 troops to the kingdom. Pakistan's Information Ministry called the report speculative on 6 October and said implementation details are classified. Fidan, for his part, said Saudi Arabia was taking a constructive approach to resolving the problem, stressing that the diplomatic channel remains open.
Talay assessment
Bottom line
The pact has moved from a paper commitment to an implementation mechanism: a secretary-general has been appointed and rapid deployment arrangements approved. For Türkiye, the constraint is holding the line between symbolic support and actual contribution while Houthi attacks continue. The most likely path is that Türkiye limits itself to a low-visibility, non-combat contribution. If the Yemen front widens, that line will come under strain.
Likely effects
- Türkiye's military burdenNegative1–6 months
The joint defence clause ties Ankara to Saudi defence against attacks from Yemen. With the scope of its contribution undisclosed, the limits of the obligation are unclear.
- Gulf relationsPositive6 months+
An institutional defence link with Riyadh could strengthen Türkiye's weight in the Gulf and its channel for defence industry exports.
- Energy supply riskNegativeWeeks
Houthi targeting of Aramco facilities makes protecting Saudi output the alliance's first test, and oil prices remain sensitive to this front.
Possibilities, ranked
- 1Limited supporting role55%
Türkiye limits itself to non-combat contributions such as air defence, reconnaissance or training.
Watch: A possible deployment statement from the Turkish Defence Ministry and a parliamentary mandate on the agenda
- 2Diplomatic solution comes to the fore30%
Ceasefire talks in Yemen advance and the pact stays in a deterrent role.
Watch: A halt to Houthi attacks or an announcement of Saudi–Houthi negotiations
- 3Actual force contribution15%
Attacks escalate and Türkiye sends a visible military element to the kingdom.
Watch: Reports of Turkish units or systems deployed on Saudi soil
