Ukraine strikes Azov missile-component plant with Neptune missiles
Ukraine said it struck the Azov Optical-Mechanical Plant in the Rostov region overnight on 25–26 September with Neptune cruise missiles and jet-powered missile-drones. The General Staff reported damage to 5 production buildings; the Rostov governor said 4 civilians were injured in Azov without mentioning the plant.
According to the Kyiv Independent on 26 September, Ukraine's General Staff said a fire broke out in the plant's foundry and equipment in 5 production buildings was damaged. The facility belongs to Russia's Tactical Missiles Corporation and produces radar seeker heads, thermal imaging and electronic components for guided weapons. According to the Kyiv Post, the attack was carried out jointly by the SBU and the Navy, and Ruta, Palianytsia and Bars missile-drones were also used.
An open-source analysis published by Ukrainska Pravda at 17:57 on 27 September found that at least 5 workshops were hit. It counted at least 3 hits on the assembly shop and 2 on the machining shop, and a roof collapsed. According to the Kyiv Independent, the plant feeds the production chains of at least 7 Russian missile programmes; this link rests on Ukrainian documents and could not be independently verified.
The Russian account differs. According to TRT World (Türkiye's state broadcaster), Rostov Governor Yuri Slyusar said more than 30 drones were shot down overnight and that 1 person was injured in Taganrog and 4 in Azov. The governor said homes, a school and industrial facilities were damaged but did not name the plant. Russia's Defence Ministry said it shot down 645 Ukrainian drones the same night.

Ukraine's deep-strike campaign is widening from refineries to the lower tiers of the missile supply chain. If the Azov plant makes seeker heads and optics, the damage could slow Russian production of precision-guided munitions for months. However, the lasting extent of the damage is measured only by Ukrainian sources and open-source data; the Russian side did not mention the facility at all.
