Ukraine hits the 6.6 million-tonne Ilsky refinery: 3 main processing units and tank farm damaged, plant halted; Moscow claims 645 drones downed overnight

On the night of 26 September Ukrainian drones struck the 6.6 million-tonne-a-year Ilsky refinery in Russia's Krasnodar region; Ukraine's General Staff confirmed the fire. According to FP-1 manufacturer Fire Point, 3 main processing units and the tank farm were damaged and the plant halted operations. Governor Kondratyev reported deaths and 1 seriously injured; no death toll was given.

According to Ukrainska Pravda, the attack began around midnight going into 26 September; the refinery is in the Seversky district, 50 km from Krasnodar, and processes around 6.6 million tonnes of crude oil a year. According to the Kyiv Independent, the strike was carried out by the 1st Separate Centre and the 414th Brigade of the Unmanned Systems Forces; the facility is roughly 400 km from the launch sites. Fire Point announced that its FP-1 drones hit 3 main processing units and the tank farm and that operations had been halted. According to the independent Russian outlet ASTRA, the facility had been targeted at least 16 times up to June 2026.

According to the Kyiv Post, Krasnodar Governor Veniamin Kondratyev said 2 enterprises had been damaged and that there were casualties; drone debris damaged at least 1 residential building. The Russian Defence Ministry said it had shot down 645 Ukrainian drones nationwide between 20:00 on Friday and 08:00 on Saturday, and Moscow Mayor Sobyanin announced that 20 drones had been downed over the city on Saturday morning. According to UNITED24, citing Reuters, Perm, struck a day earlier, had become the 4th Russian refinery to halt processing in less than a week. The exact death toll could not be verified.

According to a Hydrocarbon Processing report of 16 September citing Vedomosti, an extension of Russia's diesel export ban to the end of October was agreed at a meeting chaired by Deputy Prime Minister Novak, but no official announcement was made; the current ban expires on 30 September, and in September 3 of the 6 largest diesel refineries sharply cut or halted output.

Ilsky halting after Perm shows Ukraine moving its refinery campaign to a daily rhythm. Because facilities in southern Russia both supply fuel to the front and sit close to export ports, the loss puts pressure on the domestic market and diesel exports at the same time.
