Ukraine reinstates scheduled power cuts in four regions after Russian strikes

Ukraine's grid operator Ukrenergo imposed hourly scheduled outages from 15:00 on 6 October until the end of the day. The cuts were attributed to attack damage in Kharkiv, Sumy, Zaporizhzhia and Dnipropetrovsk. Consumption had risen 2.9% that morning.

According to the Kyiv Post, Ukrenergo applied restrictions in some regions from 15:00 on 6 October because of damage from Russian strikes and to prevent equipment overloading. UNN reported that the energy ministry announced capacity limits for industry and businesses. It also set an hourly outage schedule of no more than one queue for all consumers. A queue is a group of consumers that distribution companies disconnect in rotation; the 6 October schedule was capped at one. The ministry said on 6 October that regional emergency outages could also be triggered if the situation worsened.

In the first week of October, demand and supply are under strain at the same time. Ukrenergo said consumption at 09:30 on 6 October was 2.9% higher than at the same hour the day before. Cloudy weather cut output from rooftop solar panels. UNN reported that the previous day's peak consumption was also 1.7% higher than on the preceding working day. The Kyiv Independent said Russia launched 137 Shahed-type drones on the night of 6 October. Air defences downed 114, and hits were recorded at 17 locations.

The cuts follow on from the major attack of 30 September. The Kyiv Post said that attack killed five people across 11 regions and damaged the Trypilska thermal power plant; other reports from the period put the death toll at seven. Experts quoted by the Kyiv Post warned that Kyiv could face outages of 14–16 hours a day if strikes turned to the plants supplying the capital. No statement from Russia's defence ministry on the 5–6 October attacks could be obtained. Whether the targets were military could not be verified.

The return of scheduled outages in early October shows that the Ukrainian grid's reserve margin is narrowing ahead of winter. For now the cuts are capped at one queue and confined to four frontline regions. The real threshold is a shift of strikes to the generation and transmission assets that supply Kyiv. The most likely path is that outages grow in duration and reach as the cold sets in.
