Witkoff meets Zelensky in Oslo, with Putin next in St Petersburg
US special envoy Steve Witkoff met Zelensky, Norwegian Prime Minister Støre and Finnish President Stubb in Oslo on 20 October. Støre said Witkoff would meet Russian officials in St Petersburg on 21 October; the Kremlin did not confirm a date.
According to the Kyiv Independent, the Oslo table on 20 October also included representatives of 4 countries, the UK, Germany, France and Poland, along with EU and NATO officials; Jared Kushner joined remotely, citing illness. Zelensky said air defence and joint production would also be discussed, but no agreement was announced from the talks in the 3 formats he had flagged. Axios, as cited by The Moscow Times, reported that Witkoff wants to take ideas drawn up with Ukraine and Europe to Moscow on 21 October and test whether a comprehensive proposal can serve as a basis for negotiation.
Kremlin spokesman Peskov said on 20 October that Moscow hoped Witkoff would 'brief' Putin and expected the meeting 'in the very near future'. The New York Times reported that the agenda also includes the release of Stephen Hubbard, a 72-year-old US citizen captured in 2022. Trump said on 20 October that Ukraine should want to end the war and that Russia was advancing.
The structural constraint at the table is territory. The Moscow Times says Putin's precondition for a ceasefire is that Ukraine cede control of the whole Donetsk region to Russia, which Kyiv was still refusing as of 20 October. Bloomberg reported in September that Putin expects to take all of Donetsk by the end of February 2027. Washington's leverage is narrowing too. The Kyiv Independent says the US supplies Ukraine with about 12 Patriot interceptors a month, and Kyiv complains that missiles paid for by allies are being held back as a pressure tool.
Talay assessment
Bottom line
Washington is moving to shuttle diplomacy, carrying a proposal drafted with Kyiv and Europe to Moscow within 24 hours. But the Donetsk precondition and US pressure on Ukraine through air defence create a lopsided negotiation. A small result such as a prisoner release is far more likely than a broad ceasefire. The most likely path is a humanitarian gesture and a new meeting schedule out of St Petersburg, but no ceasefire.
Likely effects
- Energy infrastructureNegativeWeeks
Without a ceasefire both sides keep striking refineries, terminals and grids ahead of winter; Ukrenergo reported new outages in 12 regions on 20 October.
- Black Sea and TürkiyePositive1–6 months
If a framework deal covers attacks on civilian shipping, the food transport proposal from Türkiye, India and Egypt, which Zelensky says Moscow rejected as of 19 October, returns to the table.
- European securityUncertain1–6 months
Europe's seat at the Oslo table reduces the risk of being shut out of a bilateral US–Russia bargain, but gives it no veto.
Possibilities, ranked
- 1A small gesture, no ceasefire55%
The St Petersburg meeting ends with a prisoner release and a schedule for another round; there is no progress on territory.
Watch: The release of Stephen Hubbard and the Kremlin's post-meeting statement
- 2The framework is accepted25%
Moscow accepts the comprehensive proposal as a basis for talks, and a limited pause in energy or maritime strikes is announced.
Watch: A declared mutual pause in strikes on refineries and grids
- 3The process collapses20%
The meeting does not happen or ends without result, the US increases pressure on Kyiv and strikes escalate.
Watch: The Witkoff–Putin meeting being postponed and new limits on US air defence deliveries
