ECB set to hold as energy prices outrun its own adverse scenario

The ECB is preparing to keep its deposit rate at 2.50% on 29 October, and all 34 institutions surveyed by FinChiefs expect a hold. Dutch TTF gas, meanwhile, sits a few euros short of €100/MWh, far above the €75/MWh assumed in the ECB's adverse scenario.

Location: FRANKFURT

The decision is due at 16:15 TRT on 29 October. The ECB raised its deposit rate by 25 basis points in both June and September, taking it from 2.00% to 2.50%. All 34 of the research houses whose views FinChiefs tallied between 24 September and 28 October expect a hold. As of 27 October, Eurex €STR futures put the odds at 97% for a hold and 3% for a hike. According to Newsquawk, the market prices only about 20 basis points of tightening by year-end, so even a December hike is not fully priced.

The data that make a hold harder sit in energy. Euro area inflation rose from 3.2% to 3.8% in September, beating the 3.6% consensus. Energy inflation climbed from 14.3% to 18.9%, and its contribution to headline inflation rose from 1.29 to 1.71 points. Dutch TTF gas is a few euros away from €100/MWh, against the €75/MWh assumed in the ECB's adverse scenario. In the bank lending survey, standards tightened by a net 9% for firms and a net 14% for consumer credit. The October flash PMI points to quarterly growth of about 0.3%.

France is the meeting's second theme. Newsquawk notes that the French 10-year yield rose to 5.14% on 21 October, and the press conference is expected to bring questions on the TPI, the ECB's bond-buying tool against disorderly spreads. S&P's next scheduled review of France is on 27 November. December will be Schnabel's last meeting, which loads that decision with both data and an Executive Board transition.

Talay assessment

Bottom line

The October decision is an almost certain hold; the information lies in what the statement does with its energy assumption. With TTF above the €75/MWh of the adverse scenario, the picture the ECB drew as a downside case is now the baseline. Because the market prices only 20 basis points by year-end, an explicit nod to December could reprice front-end rates. Tightening credit standards are the counterweight that narrows the ECB's room to hike.

Likely effects

  • Euro area front-end ratesUncertainWeeks

The market prices 20 basis points by year-end; if the statement leaves a December hike open, two-year yields adjust higher, and if it closes the door, the pricing fades.

  • French risk premiumNegative1–6 months

With the French 10-year having touched 5.14%, a vague answer on the TPI keeps the spread wide; a clear backstop signal would ease pressure until the 27 November S&P review.

  • Credit growthNegative1–6 months

Net tightening of 9% for corporate and 14% for consumer lending shows financing conditions narrowing even without a hike, with growth stuck around 0.3%.

  • Türkiye exportsNegative1–6 months

Energy-driven inflation and tighter credit in the euro area weaken demand in Türkiye's largest export market and squeeze margins for euro-earning exporters.

Possibilities, ranked

  1. 1
    Hawkish hold60%

The rate stays at 2.50%, the statement flags rising energy risk and leaves December open; the market adds to December pricing.

Watch: References to energy risk and December projections in the 29 October statement

  2. 2
    Neutral hold35%

The ECB stresses credit tightening and the weak PMI without signalling direction; year-end pricing stays around 20 basis points.

Watch: Emphasis at the press conference on the net 9% and 14% tightening in the lending survey

  3. 3
    Surprise hike5%

Citing energy inflation of 18.9%, the committee delivers a second consecutive hike and takes the deposit rate to 2.75%.
