ECB holds unanimously as Lagarde announces she will leave in February
The ECB left its three policy rates unchanged on 29 October, keeping the deposit rate at 2.50%. On the same day Lagarde announced she will step down on 7 February 2027, roughly 9 months before her eight-year term ends.
The decision was announced at 16:15 TRT (UTC+3); the main refinancing rate stayed at 2.65% and the marginal lending rate at 2.90%. At the press conference Lagarde said the Governing Council had discussed a hike, but the decision to hold was unanimous. Headline inflation had risen to 3.8% in September and energy inflation to 18.9%. The ECB statement said financing conditions have tightened since September; Lagarde noted that 10-year government bond yields have risen by about 35 basis points since the September data cut-off.
Lagarde listed what will arrive before the December decision: new staff projections, two inflation releases and two unemployment releases. In her view, holding now does not mean a hike is off the table; barring a major development, "the direction of travel is quite clear". According to FXStreet, futures on the day priced a better than 80% chance of a 25 basis point hike in December and about 75 basis points of tightening over the next 12 months. The euro fell 0.4% against the dollar to around 1.1110, close to a 17-month low.
The ECB gave no reason for the early departure; Euronews reported that the timing has been linked to France's presidential election in April 2027. Spain's Pablo Hernández de Cos and the Netherlands' Klaas Knot are seen as front-runners in the succession race. Two more seats on the six-member Executive Board, including that of chief economist Philip Lane, fall vacant in the first half of 2027. The French–German 10-year yield spread stood at about 155 basis points on the day; Lagarde said the first solution lies with France itself.
Talay assessment
Bottom line
The ECB framed October's hold as a hike deferred, leaving the door open for December and even signalling the direction. Lagarde's departure on 7 February 2027 entangles the December and February decisions with a leadership transition. That transition need not change the policy course, but it narrows the institution's communication bandwidth while the French spread stays wide. The most likely path is a 25 basis point hike in December.
Likely effects
- Euro area front-end ratesNegativeWeeks
Pricing of a better than 80% chance of a December hike beds in after Lagarde's clear signal on direction; two-year yields stay sensitive to the upside until the December projections.
- EuroNegativeWeeks
The euro sits near a 17-month low around 1.1110; with the Fed also close to a December hike, rate-differential support is limited and dollar-priced energy imports stay expensive in euro terms.
- Institutional continuityUncertain1–6 months
Three seats on the six-member Executive Board, the presidency included, change hands in the first half of 2027; succession bargaining adds political noise to policy communication.
- TürkiyeNegative1–6 months
A weaker euro against the dollar and rising euro area rates squeeze demand in Türkiye's largest export market and its euro-denominated funding costs at the same time.
Possibilities, ranked

October and November inflation stay above 3.5%, the new projections lift the energy effect and the deposit rate rises to 2.75%.

- 2Another hold in December30%
Credit contraction and weaker growth come to the fore, and the ECB leaves the hike to February, Lagarde's final meeting.
Watch: Euro area third-quarter growth and November credit data
- 3France-driven pause10%
The French spread widens back towards 175 basis points and the ECB leans on transmission tools rather than rates.
Watch: The French–German 10-year spread exceeding the 174.6 basis points of 22 October
