Rajnath Singh warns Pakistan of a response harsher than Sindoor

Indian Defence Minister Rajnath Singh said in New Delhi on 15 October that a new terrorist attack from Pakistani territory would draw a stronger military response than Operation Sindoor in May 2025. At its weekly briefing on 16 October, Pakistan's Foreign Ministry called the remarks provocative and said every attack would be met with a strong response.

Location: ISLAMABAD

According to the Deccan Chronicle, Singh spoke at the Times Now National Defence Conclave 2026 and said India would strike the source of terrorism. He listed 3 steps along this line: the surgical strikes after the 2016 Uri attack, the Balakot air strike after the 2019 Pulwama attack and Operation Sindoor after the civilian deaths at Pahalgam. Singh also stressed growing confidence in indigenous weapons systems. Five indigenisation lists cover 509 defence items, and a sixth is in preparation. Of 5,012 items identified by state-owned defence companies, 3,255 have moved to domestic production.

According to Dawn, Pakistani Foreign Office spokesman Sajjad Haider Khan said the remarks reflected India's "hegemonic mindset". He recalled that Pakistan had shown its resolve in the brief conflict of May 2025. Khan added that Pakistan's restraint should not be mistaken for weakness. The same briefing also addressed China's view that India's decision to standardise 28 geographical place names in Ladakh was illegal.

The 16 October exchange coincides with a week in which Pakistan is stretched on its western front. The federal government declared a state of emergency and governor's rule in Khyber Pakhtunkhwa on 11 October. The Peshawar High Court will hear PTI's challenge to the move at a preliminary hearing on 20 October.

Talay assessment

Bottom line

The remarks do not announce new military preparations; they restate a deterrence doctrine built since 2016, in which each major attack draws a harsher response than the last. The words themselves are noise. The signal is that the threshold is now tied to a single terrorist attack. With Pakistan under a state of emergency in Khyber Pakhtunkhwa, that threshold creates two-front pressure. The likeliest path is that the war of words does not turn into military action unless a major new attack occurs.

Likely effects

  • Regional risk premiumNegative1–6 months

Rhetoric holding that a major new attack will automatically trigger a response harsher than Sindoor lowers the crisis threshold and compresses escalation time in any crisis.

  • Pakistan's security burdenNegative1–6 months

The emergency in Khyber Pakhtunkhwa and rhetoric on the eastern border force the Pakistani army to split resources between two fronts at once.

  • Indian defence industryPositive6 months+

With 3,255 of 5,012 items indigenised and a sixth list in preparation, India is building a buffer that reduces its import dependence in a crisis.

A major terrorist attack crosses India's declared threshold and draws a broad military response beyond Sindoor.
