Russia hits Trypilska power plant in first mass energy strike before winter

On 30 September Russia launched its first mass combined attack on Ukraine's energy infrastructure since the end of last heating season. Generating equipment at the Trypilska thermal power plant in Kyiv region was damaged. Four people were killed in and around Kyiv, and emergency power cuts were imposed in 3 regions.

Location: KYIV

According to a Kyiv Independent report updated on 1 October, the air-raid alert in Kyiv on 30 September lasted 20 hours and 44 minutes. The first strikes began shortly before 03.00 local time, and waves continued into the evening. Ukraine's Air Force said 285 drones were launched at the capital between 06.30 and 18.30, of which 254 were shot down. Three people were killed in Kyiv and one child in Kyiv region; 9 people were injured in total.

Interfax-Ukraine reported at 14.07 on 30 September that Centrenergo, which operates the plant, confirmed damage to generating equipment at the Trypilska thermal power plant. The company said the 30 September attack had been timed to precede the heating season, but declined to give details on security grounds. Ukrenergo, the transmission operator, switched to emergency outages at 17.40. The cuts covered the capital and 3 regions: Kyiv, Chernihiv and Zhytomyr. The Russian Defence Ministry's statement on the targets of the 30 September attack could not be verified for this record.

Talay assessment

Bottom line

The 30 September attack shows that the small-scale energy strikes, almost daily through the summer, have turned into a mass combined assault ahead of the heating season. Although 254 of 285 drones were shot down, the Trypilska plant was still damaged, which suggests air defence cannot fully protect generating sites. The spread of outages to 3 regions points to limited grid reserves going into winter.

Likely effects

  • Ukraine's electricity supplyNegativeWeeks

Lost output at Trypilska and emergency cuts in 3 regions raise the risk of scheduled outages just as the heating season begins.

  • Ukraine's economyNegativeWeeks

An alert of more than 20 hours in Kyiv means workplaces stand idle for hours on end, deepening output losses.

  • Air defence capacityNegative1–6 months

The 31 drones out of 285 that were not shot down over Kyiv indicate that demand for air defence munitions will stay high through the winter.
