Azerbaijan and Ukraine discuss the Trans-Balkan gas route in Uzhhorod
Ukraine's energy minister Shmyhal and Azerbaijan's energy minister Shahbazov met in Uzhhorod on 5 November for the 14th session of their intergovernmental commission. The agenda covered the Trans-Balkan route from Türkiye to Ukraine and access to Ukraine's underground gas storage.
According to the Kyiv Independent, which published at 12:50, the two sides discussed oil and gas cooperation, development of the Trans-Balkan route and Azerbaijani access to Ukraine's pipeline network. The Trans-Balkan line is a gas pipeline running between Türkiye and Ukraine via Bulgaria and Romania. Shmyhal invited Azerbaijani companies into projects in 5 areas: energy infrastructure, industry, logistics, construction and agriculture. No agreement signed at the 14th session, nor any gas volume or price, was disclosed.
According to Azernews, bilateral trade exceeds 500 million dollars a year and 290 companies with Ukrainian capital operate in Azerbaijan. Azerbaijan continues to ship generators, transformers and cable to Ukraine. At the Baku Energy Forum on 1 June, Shmyhal said Ukraine's storage, at roughly 30 bcm, was the largest in Europe; that figure dates from June.
Talay assessment
Bottom line
The meeting produced no volumes or contracts, but it keeps on the institutional agenda the idea of Caspian gas flowing north through Türkiye via the Trans-Balkan line. Ukraine's roughly 30 bcm of storage could turn the route into a seasonal buffer for Europe. Talay's reading is that any concrete volume will depend on the security of a pipeline network under Russian attack.
Likely effects
- Türkiye's transit rolePositive6 months+
Northbound use of the Trans-Balkan route could strengthen Türkiye's role as a gas transit hub; no volume has been disclosed.
- European gas supplyPositive1–6 months
Access to Ukrainian storage could offer Caspian gas as a seasonal buffer against Europe's winter demand.
- Infrastructure riskNegative1–6 months
While Russian strikes target Ukraine's pipeline and storage network, appetite among investors and insurers stays limited.
