Fitch turns France negative as the Bund spread widens to 161 bp
In an unscheduled review on 30 October, Fitch affirmed France at A+ but cut the outlook from stable to negative. The OAT–Bund spread widened from 153.4 basis points on 29 October to 161.8 on 3 November.
Fitch cited weaker growth since its August review, rising borrowing costs and a widening deficit. It projects a deficit of 5.4% in 2026 and 5.5% in 2027, against a budget target of 5.0%. It expects debt to climb from 115.7% in 2025 to about 124% in 2028, with interest payments reaching 3.3% of GDP. The fiscal adjustment needed to stabilise debt is 3.5% of GDP.
In Fitch's view, reversing the debt trajectory is becoming steadily harder. The agency sees the outlook for debt reduction after the April–May 2027 presidential election as uncertain. The French economy grew by −0.2%, 0.0% and −0.1% in the first three quarters of 2026. Fitch expects growth of 0.5% in 2026 and 0.9% in 2027.
The market priced the decision slowly. According to Ideal Investisseur data, the 10-year OAT closed at 4.93% on 3 November and the Bund at 3.31%, putting the spread at 161.8 basis points. According to Yahoo Finance, the spread briefly touched 174 basis points in late October. France's 10-year yield reached 4.9% over the same period; its interest burden is rising faster than that of other countries in the region.
Talay assessment
Bottom line
Fitch did not cut the rating, but it moved the outlook from stable to negative in under three months, which makes the next rating decisions pivotal. The widening of the spread from 153.4 to 161.8 basis points after Fitch shows the market pricing a December ECB hike and France's interest burden together. The most likely path is a spread that stays elevated in a 155–175 basis point range until the election calendar.
Likely effects
- French borrowing costsNegative1–6 months
Interest payments rising to 3.3% of GDP by 2028 narrow fiscal room; every ECB hike adds to that burden through the front end of the curve.
- Euro area periphery spreadsNegativeWeeks
A French spread at 161.8 basis points could bleed into the premium on other high-debt states such as Belgium and force a repricing of the euro area periphery.
- TürkiyeNegative1–6 months
Three quarters of stagnation and tight fiscal policy in the euro area's second-largest economy prolong weak demand for Turkish exports.
