Nagel signals a December ECB hike is all but unavoidable
Bundesbank President Joachim Nagel said in Berlin on 3 November that an ECB rate rise on 17 December would most likely be needed. With the deposit rate at 2.50%, it would be the third hike of the year.
According to Reuters, Nagel said inflation was approaching the ECB's adverse scenario and price pressure was running above the September projections. As reported by DPA, he said there was little alternative to a hike unless the inflation outlook improved markedly. Bulgarian central bank governor Dimitar Radev said in Sofia the same day that the outlook had worsened since September. In Radev's view, the pause on 29 October does not mean tightening is over.
Nagel acknowledged that the rise is largely energy-driven and that there is little evidence of second-round effects, meaning energy feeding into wages and service prices. According to Reuters, the ECB expects inflation to stay above 4% in the coming months and then fall quickly from early spring as base effects kick in. September HICP stood at 3.8%, a three-year high.
The market is not fully pricing December; according to Reuters, investors see two to three hikes over 12 months. On FXStreet's chart, the euro moved only about 0.01% against the dollar after the remarks. Nagel drew a line on France in a single sentence: the budget problem is not a matter for monetary policy. The ECB reference rate stood at 1.1179 on 3 November.
Talay assessment
Bottom line
The ECB's most influential hawk has all but announced the December move; that the council let him say it before the 4 November flash data shows the pause was temporary. The hike targets the peak period above 4%, not demand. The uncertainty lies in the number of moves: once base effects kick in during spring, the case for a second hike weakens.
Likely effects
- Euro front-end ratesNegativeWeeks
If the December move is fully priced, upward pressure builds on the German 2-year yield at 3.03%; a single-hike signal would cap that pressure.
- Euro exchange rateUncertainWeeks
The euro reacted by about 0.01% to the remarks; the currency is trading on oil and Iran diplomacy more than on ECB rhetoric.
- Turkish exportsNegative1–6 months
A third hike in the euro area would slow already weak growth further, narrowing order visibility for Turkish exporters dependent on euro area demand.
Possibilities, ranked
- 1One hike in December60%
The council raises rates by 25 basis points on 17 December and signals a pause to wait for base effects.
Watch: The 4 November flash HICP coming in at 3.7–4.0%
- 2Consecutive hikes25%
Inflation exceeds 4%, service prices accelerate and the council leaves the door open for January or March.
Watch: A rise in services inflation in the flash data
- 3Hold in December15%
Oil falls sharply on Iran diplomacy and the council keeps the rate at 2.50% to wait for base effects.
Watch: A marked fall in January Brent futures and the early-December flash data
