Kyivstar buys domestic cloud provider GigaCloud in the middle of the war

Kyivstar Group, parent of Ukraine's largest mobile operator, signed an agreement on 28 October to acquire domestic cloud infrastructure provider GigaCloud for up to 50 million dollars. The Antimonopoly Committee had conditionally approved the change of control in July.

Location: KYIV

According to Interfax-Ukraine, 41 million dollars of the consideration is the purchase price. On top of that come up to 4 million dollars in deferred debt obligations, about 3 million dollars in performance-linked payments and up to 2 million dollars in reimbursed capital expenditure. The total is equivalent to about 2.28 billion hryvnias. Founded in 2016, GigaCloud serves more than 1,800 corporate clients, including agricultural holding Kernel and state energy company Naftogaz. Unaudited management accounts show revenue of about 14 million dollars in 2025 and EBITDA (earnings before interest, tax, depreciation and amortisation) of 4.7 million dollars, a margin of about 34%. That puts the total consideration at roughly 10.6 times 2025 EBITDA.

The Kyiv Independent reports that Ukraine's Antimonopoly Committee attached conditions to its July 2026 approval. Customers must be able to use GigaCloud services independently of their internet provider and cannot be forced to take other Kyivstar services. GigaCloud will keep its brand and management as a separate business unit, and closing is subject to customary conditions. Kyivstar launched its own cloud service in June 2025, and in March 2025 bought the ride-hailing platform Uklon for 155 million dollars. According to Interfax-Ukraine, group revenue rose 29.1% in the first half of 2026 to 28.9 billion hryvnias. The company statement frames the goal as strengthening sovereign cloud infrastructure; the closing date could not be verified.

Talay assessment

Bottom line

The deal is small, but its direction is clear: under wartime conditions, Ukraine's critical corporate data is consolidating in the cloud of a large domestic telecoms group. That improves resilience compared with scattered providers, but it also raises concentration risk in a single operator. The Antimonopoly Committee's conditions are meant to limit that concentration; how they work in practice will be tested after closing.

Likely effects

  • Critical infrastructure dataUncertain1–6 months

Cloud services for state companies such as Naftogaz come under one large operator; capacity to invest against physical and cyber attack grows, but so does single-point risk.

  • Ukrainian cloud marketNegative1–6 months

Adding GigaCloud's more than 1,800 clients to Kyivstar's own cloud puts price and scale pressure on smaller domestic providers.

  • Wartime investment appetitePositiveWeeks

A deal struck at roughly 10.6 times EBITDA while the war continues shows domestic technology assets are being valued.
