Seven sailors missing after tanker is hit in Romanian waters
The San Marino-flagged chemical tanker Wine Trader caught fire off Sulina on the morning of 15 October. Five sailors were rescued and seven are missing. Romania places the incident inside its territorial waters and is investigating a possible drone strike.
According to the Romanian Naval Authority, Wine Trader caught fire at around 07.00 on 15 October, roughly 13 nautical miles south-east of Sulina. The vessel was sailing empty. The number missing was first reported as eight and later revised to seven. Sources cited by Euronews Romania said the ship was struck by two drones. Defence Minister Radu Miruta said a drone link was under investigation.
A day earlier, at around 20.25 on 14 October, the Comoros-flagged chemical tanker Yara J also caught fire in the area; according to the Kyiv Independent, its entire crew is safe. Miruta said radar had detected no drone approaching that vessel, but that two drones entered Romanian airspace at 22.26. Arriving at an EU summit on 15 October, President Nicușor Dan said there would be a response. He plans to meet NATO Secretary General Rutte together with the Bulgarian prime minister.
For Türkiye, the location is what matters. In September the London insurance market extended its listed risk area to the whole basin, exempting only the territorial waters of four littoral states. If Romania's account holds, the 12-mile protection on which that exemption rests has been breached for the first time. The coastal corridor where Turkish-owned tonnage has taken refuge depends on the same assumption.
Talay assessment
Bottom line
If Romania's account is correct, the territorial-waters line underpinning the Black Sea insurance exemption was breached for the first time on 15 October. The reported distance of 13 nautical miles points to a spot just outside the 12-mile limit, so the location remains disputed. The most likely path is that the London market reprices territorial waters too, and the relatively safe status of the Turkish coastal corridor comes into question.
Likely effects
- Freight and insuranceNegativeWeeks
If the territorial-waters exemption is lifted, per-voyage war-risk premiums will apply across the entire basin and even brief coastal voyages will become more expensive.
- TürkiyeNegative1–6 months
Traffic crowded into Turkish and Georgian territorial waters will have nowhere left to escape the premium burden as the exemption narrows.
- NATO flankUncertain1–6 months
The joint meeting of Romania and Bulgaria with Rutte puts the two countries' territorial waters on NATO's defence agenda.
