Japan extradites Russian Qilin ransomware member to Germany

Japan's National Police Agency confirmed on 8 October that it had detained a 28-year-old Russian national in May, suspected of being a core member of the Qilin ransomware gang, and extradited him to Germany. Ministers in North Rhine-Westphalia had announced the arrest in Düsseldorf on 7 October.

According to BleepingComputer, the National Police Agency said the suspect entered the country as a tourist. The Justice Ministry and the Tokyo High Public Prosecutors Office obtained a provisional arrest warrant together with Germany. The Stuttgarter Zeitung reported that North Rhine-Westphalia's State Criminal Police Office had tracked the group since mid-2024 in an operation called Albus. Investigators learned from his messages of a holiday in Japan he had planned with his girlfriend.

SecurityWeek reported that the suspect is accused of encrypting the systems of a German logistics company in September 2024 and collecting a cryptocurrency ransom of more than 160,000 dollars. He was handed over to Germany on 2 October. German officials said Qilin has hit about 4,000 organisations worldwide since 2024, 150 of them in Germany. Ransom demands total about 3 billion dollars, and payments have exceeded 140 million dollars.

Qilin has left its mark in Japan too. BleepingComputer says the group shut down Asahi's systems for weeks and exposed data on about 1.5 million people; SecurityWeek puts the figure at 2 million. Sources differ on where the arrest took place: Japanese sources point to a hotel in Osaka, while the Stuttgarter Zeitung says Tokyo. An international search continues for the other members of the group's eight-person core.

The extradition shows that the immunity Russia-based ransomware operators enjoy ends the moment they travel; it is the first time Japan has handed a Qilin member of this stature to Europe. With only one of the group's eight-person core caught, activity is not expected to stop in the near term.
