Chinese militia boat spotted off Taiwan's east coast for the first time
A Taiwanese surveillance report disclosed by Reuters on 8 October says the fishing boat Minfudingyu 07902 was seen more than 30 nautical miles off Hualien in mid-August. The same day, the US State Department called China's activity off the east coast deeply destabilising.
According to the Reuters report carried by the Taipei Times, a reconnaissance aircraft operated by the private Taiwanese firm Apex Aviation spotted the boat. Minfudingyu 07902 was sailing with China Coast Guard cutter 2502 and the research vessel Xiang Yang Hong 03, spread across an area of about 10 nautical miles. Two senior Taiwanese officials briefed on the matter said the boat belongs to the People's Liberation Army's maritime militia fleet. It is the first known sighting of such a vessel east of the island.
Taiwan's defence ministry said on 8 October that Beijing is expanding its area of operations without provoking a clash, using law enforcement and scientific research as cover. The Coast Guard Administration said all three vessels stayed outside Taiwan's restricted waters and were tracked around the clock. Officials say China has run regular coast guard patrols off the east coast since June, and Taipei reads these moves as rehearsals for a possible naval blockade.
In an emailed statement to Focus Taiwan, the US State Department said Beijing's claims of jurisdiction over waters Taiwan has governed for more than 70 years were raising tensions. The same day, Michael DeSombre, Assistant Secretary of State for East Asia, told CNBC that markets were overpricing the chance of conflict in the Strait by 2027. Chinese defence authorities did not respond to Reuters' request for comment.
Talay assessment
Bottom line
A militia boat sailing alongside a coast guard cutter and a research ship shows China layering its presence off the east coast with non-military assets. Because the vessels stayed outside restricted waters, the threshold for conflict is not crossed in the near term. The likeliest path is denser grey-zone activity off the east coast, with Washington hardening its rhetoric while staying restrained on the water.
Likely effects
- Taiwan maritime securityNegative1–6 months
The Coast Guard Administration faces a heavier round-the-clock monitoring load off the east coast and must split its fleet between western Strait patrols and the east.
- Regional risk perceptionNegative1–6 months
Militia, coast guard and research vessels sailing as one group raise the risk that a blockade scenario seeps into marine insurance and freight premiums.
- US–Taiwan relationsUncertainWeeks
The State Department's public statement and DeSombre's stress on deterrence show Washington prefers to manage tension through rhetoric and calm markets.
