Starshield returns to full speed in Ukraine after a ten-day curb
Ukraine's defence ministry said on the morning of 24 October that Starlink and Starshield terminals were again working reliably on vehicles moving faster than 400 km/h. The restriction lasted 10 days. Musk claimed Ukraine had breached the terms of service with its attack drones.
According to the Kyiv Independent, Starshield ran at limited capacity from mid-October, with terminals connecting only on vehicles moving below about 161 km/h. That limit effectively cut off satellite-linked fast drones and vehicles. Zelensky confirmed on the morning of 24 October that speeds were back to pre-restriction levels; UPI says the connection had been throttled for 10 days.
On X, Musk wrote that the Ukrainian military had violated the terms of service by using Starlink on attack drones that kill people, and that this loophole had been closed a week earlier. In the same post he said the front would collapse immediately if Starlink were switched off. Musk had earlier denied that SpaceX deliberately throttled speeds. UPI reports he said Starshield is controlled by the Pentagon and ultimately by Trump.
Former defence ministry adviser Serhii Sternenko said every terminal used on the move has had to be whitelisted and linked to the military Starshield system since February, and that the claim is untrue. The Kyiv Independent says no one has taken responsibility for ordering the restriction; Senator Blumenthal opened an inquiry with the Pentagon on 23 October. The curb came amid tension between Kyiv and Washington over Trump's sanctions easing that opened diesel sales to Russia.
Talay assessment
Bottom line
The restriction has been lifted, but the 10-day outage exposed the underlying fragility. Ukraine's drone operations depend on the decisions of a single private company and the US administration that controls it. Musk's terms-of-service claim leaves the door open for the same restriction to return.
Likely effects
- Ukrainian drone operationsPositiveWeeks
Connectivity above 400 km/h restores capacity for intercepting jet-powered drones and for frontline logistics.
- Satellite dependenceUncertain1–6 months
The 10-day outage pushes Kyiv and its European partners to accelerate the search for alternative satellite links.
- US–Ukraine relationsNegative1–6 months
Until the source of the restriction is disclosed, connectivity will be seen as an implicit Washington lever over Kyiv.
