Domestic buyers displaced foreigners at the US two-year auction
The US Treasury placed 69 billion dollars of two-year notes at 4.708% on 26 October. Indirect bidding, which captures foreign official accounts, slipped to 45.68% and ran 12.6 points below its average, while domestic direct buyers took 41.32%, some 11 points above theirs.
TreasuryDirect records the security as 91282CRU7, auctioned on 26 October for 69.0 billion dollars. The bid-to-cover ratio — total bids divided by the amount placed — came in at 2.59 times against an average of 2.64. The high yield of 4.708% landed 0.3 basis points above the 4.705% pre-auction market level, so buyers asked for a small yield concession. The median yield was 4.655% and total public bids were recorded at 178.6 billion dollars.
The information is in the composition of demand. Indirect bidders, mostly dealers bidding on behalf of foreign central banks and official institutions, took 45.68% of the auction against an average share of 58.3%. Direct bidders, domestic investors bidding in their own name, took 41.32% versus an average of 30.4%. Primary dealers were left holding 13.0% against an average of 11.3%. Pushing supply onto domestic balance sheets decouples Treasury funding from foreign reserve decisions and ties it instead to the price sensitivity of domestic demand.
The far end of the curve also cleared at high yields this week. On 21 October 13 billion dollars of twenty-year bonds went at 5.469% with bids of 2.73 times, and on 22 October 26 billion dollars of five-year inflation-protected securities cleared at a 2.367% real yield. The Treasury's par yield curve for 26 October shows 4.68% at two years, 5.00% at ten and 5.31% at thirty; the thirty-year was 5.33% on 23 October. The Fed's rate decision comes on 28 October.
Talay assessment
Bottom line
The auction was not weak; its composition was different. Foreign official demand running 12.6 points below average shows US debt being funded increasingly by domestic savings and balance sheets. That base looks stable because it is independent of reserve policy, but it is yield-sensitive, so the demand has to be paid for with price. With the ten-year at 5.00% and the thirty-year at 5.31% in the same week, that price is high.
Likely effects
- US borrowing costsNegative1–6 months
A demand structure resting on domestic buyers makes the small yield concession at each auction permanent and lifts interest expense in the budget.
- Dollar and reserve demandUncertain6 months+
A low foreign official share points to continued reserve diversification; the effect on the currency looks gradual rather than abrupt.
- Global bond curvesNegative1–6 months
With the US two-year near 4.7%, front-end yields elsewhere are anchored higher and the borrowing floor for emerging markets rises.
Possibilities, ranked
- 1Domestic demand holds55%
The direct bidder share stays high, auctions clear with small concessions and the curve avoids a fresh jump.
Watch: The quarterly refunding announcement and issuance calendar in early November
- 2Concessions widen30%
The indirect share stays low while domestic buyers demand more yield, and auction tails exceed 1 basis point.
Watch: Tails beyond 1 basis point at the coming five- and seven-year auctions
- 3Foreign demand returns15%
The indirect share moves back towards its average and far-end yields retreat by 20-30 basis points.
Watch: An auction result with an indirect bidder share above 55%
