Ankara says it is ready to sign a maritime boundary deal with Egypt

Türkiye's Ministry of National Defence said at its weekly briefing on 28 October that it is ready to sign an agreement delimiting maritime jurisdiction areas with Egypt. According to the ministry, such a deal would give Egypt more than 15,000 square kilometres of additional area compared with one it could reach with Greece.

Location: EAST MEDITERRANEAN

According to Anadolu Agency, the statement was made by ministry spokesman Rear Admiral Zeki Aktürk. A maritime jurisdiction area is the sea zone in which a coastal state exercises economic rights such as fishing, energy exploration and cable laying. The ministry stressed that Türkiye will keep protecting its legitimate rights in the Eastern Mediterranean in line with international law. The offer came 8 days after Libya's House of Representatives ratified, on 20 October, the 2019 Türkiye–Libya maritime jurisdiction memorandum. The ministry called that ratification an important development supporting an equity-based approach.

Hürriyet Daily News reports that the same briefing announced the Turkish and Egyptian navies will hold the Friendship at Sea-2026 exercise in Alexandria on 4–9 November. It covers surface and anti-submarine warfare, air defence and underwater assault training. The ministry also said that, under a confidence-building measures plan with Greece, a Greek Tactical Air Force commander will visit Türkiye on 3–5 November. The boundary assumption behind the 15,000 square kilometre figure was not disclosed. Any response to the offer from Cairo or Athens could not be verified as of 29 October.

Talay assessment

Bottom line

Ankara wants to extend the legal ground it won through the Libyan parliament's ratification towards Egypt, and is marketing the offer with a concrete gain in sea area. Egypt's existing commitments to Greece and its ties with the EU make a signature in the near term difficult. The most likely path is that the offer is kept alive through exercises and diplomatic contacts but does not turn into a signature this year.

Likely effects

  • East Med energy explorationNegative1–6 months

Overlapping maritime claims keep exploration licences and cable projects in legal limbo; a new Türkiye–Egypt line would deepen that uncertainty at Greece's expense.

  • Türkiye–Egypt relationsPositiveWeeks

The 4–9 November exercise is a visible step linking the two countries' military normalisation to the maritime bargaining.

  • Türkiye–EU agendaNegative1–6 months

Coming after the Libyan ratification, the offer could harden Athens' stance on Turkish files in Brussels.
