Türkiye, Bulgaria and Romania set up a Black Sea coordination mechanism
Defence ministers and chiefs of general staff from the three littoral states met in Sofia on 28 October, condemned drone attacks on merchant ships and set up a trilateral coordination mechanism. The same day saw the fifth attack on a ship in Bulgaria's exclusive economic zone since early October.
According to the Bulgarian news agency BTA, the Liberian-flagged container ship CONTSHIP JET was struck by 3 unmanned surface vessels on 28 October, about 17 nautical miles east of Cape Kaliakra. The ship, bound from Haifa to Constanța, was carrying 421 containers. The navy commander said 20 of them fell overboard and are drifting. The cargo included lithium-ion batteries, corrosive liquids and ethanol solution. All 18 crew, 14 Filipino and 4 Ukrainian, were brought to Varna unhurt. BTA recorded it as the fifth attack since early October in Bulgaria's exclusive economic zone, the sea area where a coastal state holds economic rights. In the 13 October attacks HS Dignity sank and Chelsea 3 was damaged.
Türkiye was represented at the meeting in Sofia's Boyana Residence by Defence Minister Yaşar Güler and Chief of General Staff Selçuk Bayraktaroğlu. BTA says the mechanism provides for regular consultation and information sharing. Political-level meetings will be held in Bucharest and military expert meetings in Ankara, though no dates were given. Bulgarian minister Dimitar Stoyanov said no memorandum targeting Russia or any other country was on the table. Romanian minister Stefan-Radu Oprea said 6 drones had been shot down over Romania this year.
According to Anadolu Agency, Güler said Türkiye's strict application of the Montreux Convention since 2022 had kept the war from spreading across the wider region. He said Ankara reserves all legal rights over attacks on Turkish-flagged and Turkish-operated ships, but stressed that steps raising tensions should be avoided. Data from the IMEAK Chamber of Shipping, cited by Hürriyet Daily News, show more than 200 civilian and commercial vessels attacked in the Black Sea since February 2022, most of them this year. Two BTA reports give different distances for the attack site: one says 21 nautical miles south-east of Shabla, the other 17 nautical miles east of Kaliakra.
Talay assessment
Bottom line
The Sofia meeting is not a tool to stop the attacks but an attempt by three NATO littoral states to find a common language. The mechanism has no dates, no budget and no public list of measures. Bulgaria avoids naming Russia, and Türkiye keeps its distance from any military build-up that would upset the Montreux balance. In the near term, what matters will be not the diplomatic text but the frequency of attacks in the western Black Sea and the war risk premium that follows.
Likely effects
- Black Sea freight and insuranceNegativeWeeks
Five attacks in a month in Bulgaria's economic zone keep the war risk premium high on the Constanța and Varna routes; costs rise faster for ships carrying dangerous cargo.
- Turkish shipownersNegativeWeeks
Reserving legal rights for Turkish-flagged and Turkish-operated ships is a warning, not protection; voyage decisions still hinge on insurance terms.
- Montreux balanceUncertain1–6 months
By confining the trilateral framework to the language of de-escalation, Türkiye signals that existing limits on warship transits will stay in place.
Possibilities, ranked
- 1Symbolic framework, attacks continue55%
The mechanism stays at the level of consultation, and drone attacks on merchant ships in the western Black Sea continue into November.
Watch: The number of ship attacks in the Bulgarian and Romanian economic zones in November
- 2Joint surveillance step30%
The military expert meeting in Ankara produces joint maritime surveillance or an expanded mine countermeasures task.
Watch: The date of the Ankara expert meeting and any published list of measures
- 3Tied to a coastal ceasefire15%
A maritime ceasefire discussed in the Abu Dhabi round halts attacks in the western Black Sea in practice.
