Çerkezköy–Kapıkule high-speed line opens while the Istanbul link is unfinished

President Erdoğan on 9 October opened the 153-kilometre Çerkezköy–Kapıkule section of the Halkalı–Kapıkule line at a ceremony attended by EU Enlargement Commissioner Marta Kos. Annual freight capacity is set to rise from 1.5 million to 9.5 million tonnes, but two sections at the Istanbul end are not yet finished.

Anadolu Agency reported on 9 October that the 229-kilometre Halkalı–Kapıkule line is being built in three phases, and the section now open is the longest. The double-track, electrified and signalled line was built for 200 kilometres an hour. Passenger journeys are expected to fall from 4 hours to 1.5 hours, and freight transit from 8.5 hours to 3.5 hours. Annual passenger capacity will rise from 600,000 to 3 million.

The constraint lies at the Istanbul end. Dünya reported on 4 October that the Ispartakule–Çerkezköy section and the link from Ispartakule to Halkalı are still under construction. Takvim reported on 9 October that the Halkalı–Çerkezköy phase, including the roughly 69-kilometre Ispartakule–Çerkezköy section, is due for completion in 2028. The 1.5-hour journey and the 9.5 million tonne capacity depend on the whole line being finished. According to Dünya, 86% of export freight moved by rail in 2024 passed through this corridor. About 2.4 kilometres between Kapıkule and the Bulgarian border will be converted to double track.

Erdoğan described the line as an artery linking Anatolian production to European markets. Anadolu Agency said it connects to the Middle Corridor via Baku–Tbilisi–Kars and Marmaray, and to the 6,314-kilometre Development Road, 2,094 kilometres of which run through Türkiye. Neither the project's cost nor any EU financing was disclosed. The number of tracks at Kapıkule station rises from 23 to 42, but the sources disagree on total track length, with Anadolu Agency giving 51,000 metres and Dünya 29,680 metres.

Bottom line

The opening gives substance to Türkiye's promise to raise capacity on its overland freight route to Europe more than sixfold, but the full promise rests on the two sections at the Istanbul end. Until they are finished, freight runs on old infrastructure as far as Çerkezköy and the 3.5-hour transit time will not materialise. The EU Enlargement Commissioner's attendance is a political signal; no concrete commitment on financing or customs was announced.
