Two Israeli soldiers killed near Hebron as Netanyahu orders lockdown

An armed attack on a checkpoint near Hebron on the morning of 23 October killed 2 Israeli soldiers, and 2 attackers were shot dead. Netanyahu ordered a closure of the city and preparations for a lockdown of the entire West Bank.

Location: HEBRON

According to NBC News, Magen David Adom, Israel's emergency medical service, received the alert at 07:15 local time. At the Yehuda Junction checkpoint north of Hebron, 2 Israeli soldiers were killed and 3 were lightly wounded; 2 Palestinian attackers were killed. Witnesses quoted by Al Jazeera said the gunfight lasted about 20 minutes. The emergency service had initially reported at least 5 wounded, 2 of them seriously.

Netanyahu ordered the army to impose a closure on Hebron and to prepare a lockdown of the whole West Bank. NBC reports that the army and Shin Bet confined the operation to the area the attackers came from and expected it to last several days. A cordon was set up around Hebron and Halhul, and residents can leave only through 3 checkpoints after questioning. Netanyahu blamed Hamas for the attack but gave no detail about the weapons found.

The attack came 4 days before the election. Al Jazeera says Israeli forces detained 36 Palestinians in West Bank raids a day earlier, on 22 October, when 17 attacks on farmers and their land were also documented. Gulf News reports that on 23 October Netanyahu told the army and Mossad to aim for regime change in Iran; the Knesset election is on 27 October.

Talay assessment

Bottom line

Four days before the 27 October election, the attack gives Netanyahu an opening to harden the security agenda. If the Hebron closure spreads across the West Bank, the conflict becomes a second front. For now the army describes the operation as limited to a few days. The likeliest path is that the closure stays around Hebron while the pace of raids and detentions remains high until the vote.

Likely effects

  • Israeli domestic politicsNegativeWeeks

The deaths of 2 soldiers before the vote put security front and centre; the same day Netanyahu blamed Hamas and put forward regime change in Iran as a goal.

  • West BankNegativeWeeks

The cordon covers Hebron and Halhul; a full lockdown could push movement restrictions and detentions above the daily level of 36.

  • Regional riskNegative1–6 months

Israel talking of escalation on two fronts in the same week, the West Bank and Iran, feeds the risk premium in the Gulf.
