Vance's letter awaits an answer in Tehran as the strike clock ticks
A letter from US Vice President JD Vance to Mohsen Rezaei, head of Iran's Supreme National Security Council, delivered via Qatar, remained unanswered as of 29 October. Washington has reportedly told Gulf states to prepare for a possible new operation after the 3 November midterm elections.
According to a Wall Street Journal report cited by Euronews, the letter was sent on Trump's instructions. Axios reports that Vance stressed any talks aimed at preventing strikes must address the nuclear programme. CBS says the letter was handed over via Qatar on Sunday 25 October. Trump denied tasking Vance with opening peace talks and said the contact concerned medical supplies. Tasnim, which is close to the Revolutionary Guards, wrote that Tehran would not give up its core ceasefire conditions, including the lifting of the US port blockade.
Foreign Minister Araghchi said on 29 October that Iran was still giving diplomacy a chance and was in contact with mediators to implement its 7-day plan. According to Gulf News, the plan envisages reopening Hormuz within 7 days if conditions are met, including a ceasefire across the Middle East. Parliament Speaker Ghalibaf said progress depended on Iran's 7 conditions. Euronews reports that officials describe a possible operation as brief but intense, and that Trump has not made a final decision. CBS says Defence Secretary Hegseth dismissed Lieutenant General Brett Sylvia, the Joint Staff's director for strategy and plans, over alleged leaks of classified information about the Iran war.
Talay assessment
Bottom line
Washington is running two tracks at once. The Vance letter seeks a negotiating framework, while the warning to the Gulf prepares the ground for an operation after 3 November. The gap between Tehran's insistence on lifting the blockade and the US nuclear condition has not closed. The most likely path is a weekend reply in the form of a counter-proposal that keeps the door open without delivering a settlement.
Likely effects
- Oil pricesUncertainWeeks
Diplomatic headlines pushed Brent down by more than 2 dollars intraday on 29 October; if the reply is delayed, that move could quickly reverse.
- Gulf securityNegativeWeeks
By preparing Gulf states for a possible operation, Washington puts their facilities in the frame as targets for Iranian retaliation.
- TürkiyeNegative1–6 months
If Qatari mediation fails to deliver by 3 November, regional escalation would feed through to Türkiye via its energy bill and tourism.
