Iran offers to open Hormuz by the end of day 7 if the US blockade and oil sanctions are lifted; Rubio says no breakthrough, Brent closes 2.1% lower at $104.32

Foreign Minister Araghchi said at the UN General Assembly on 25 September that Hormuz would open by the end of day 7 if the US lifts its naval blockade and oil sanctions and abides by a ceasefire including Lebanon. The plan accelerates the 60-day roadmap of 24 September; Brent futures closed $2.28 lower at $104.32 the same day.

According to a 25 September Al Jazeera report, the sequence proposed by Araghchi is as follows: first, fighting stops on all fronts including Lebanon, the US lifts its naval blockade and oil sanctions, and frozen Iranian assets are released; at the end of 7 days Hormuz opens, and only then do talks on the nuclear programme begin. According to the same report, the proposal builds on the 17 June memorandum of understanding but shortens the timetable and changes the order of negotiation; US Secretary of State Rubio said it would be wrong to describe the talks as a major breakthrough, and Washington wants the nuclear file addressed immediately within a single package. According to Euronews, the proposal was conveyed through mediators; the amount of frozen assets was not disclosed.

According to Gulf News, Araghchi met Witkoff and Kushner for around 3 hours under Qatari mediation; the US blockade had turned back 115 commercial vessels as of 23 September, and sources close to the Revolutionary Guards questioned whether the talks had been approved by decision-making bodies in Tehran. According to a 25 September Reuters report published on Yahoo Finance, Brent closed $2.28 (2.1%) lower at $104.32 and WTI $2.20 (2.3%) lower at $92.41; Brent ended the week up less than 1%, WTI down around 8%. Investing.com's historical table, however, shows the 25 September close at $104.45 (−2.02%); there is a $0.13 difference between the two data sets.

Although the opening of Hormuz in the near term looks unlikely until the sequencing dispute is resolved, the market took $2.28 of risk premium out of Brent on 25 September. The dispute over authority in Tehran also leaves the binding nature of the proposal unclear.
