Iran's Hormuz plan knocks 7.6% off January Brent in a day
January ICE Brent fell 8.66 dollars to settle at 104.77 dollars on 2 November. The trigger was Araghchi saying a Qatari plan could reopen Hormuz within 2 days, conditional on the US accepting terms on sanctions and the blockade. Dubai fell more than 10%, and Brent recovered to 105.12 dollars on 3 November.
According to CNBC, January Brent fell 7.63% and WTI 7.4% to 96.46 dollars, WTI's largest daily loss since 27 July. Euronews reported that Araghchi said in a weekend interview that the plan could open the strait within 2 days if Washington met certain conditions. Tehran stressed that it was not negotiating directly with the US. Iran's conditions include lifting the blockade, removing oil sanctions and halting fighting on all fronts.
Quantum Commodity Intelligence reported that Dubai, the benchmark for Gulf crude sold to Asia, fell more than 10% on the headline on 2 November, its steepest daily loss since March. MUFG said the prompt spread, the gap between the first two contracts, narrowed from 4 dollars on Friday to 3 dollars. Prices partly recovered on 3 November, with Brent up 0.33% at 105.12 dollars in Asian trading on news of the US strike on Qeshm.
The physical constraint has not moved. According to Insurance Business, Hormuz war premiums were 6–10% of hull value in October; they had fallen to 2% after the June understanding before returning to 7.5–10% at the end of July. As of 14 October the Joint War Committee kept the whole Gulf on its high-risk list. TD Securities' Ryan McKay told CNBC that diplomatic headlines alone would not erase the risk premium.
Talay assessment
Bottom line
Futures priced a June-style easing in a single session, but the war premium and the Joint War Committee listing that guard the physical gate remain in place. Without a US response to the plan and a run of incident-free transits, the fall looks hard to sustain. The most likely path is sharp two-way price swings on diplomatic headlines.
Likely effects
- Oil pricesUncertainWeeks
The prompt premium narrowed, but the rebound on 3 November shows the risk premium remains highly sensitive to headlines.
- Marine insuranceNegativeWeeks
In June the premium fell to 2% and reversed within two months; this time underwriters may want a longer incident-free period before easing.
- TürkiyeUncertainWeeks
Lower crude prices could ease the energy import bill, but volatility keeps budget and inflation assumptions uncertain.

The US does not respond to the conditions, attacks continue and prices recoup part of the 2 November fall.
Watch: An official White House response to the plan and UKMTO incident reports
- 2Agreement and slow reopening30%
The parties agree on the plan and transits rise, but premiums stay high for weeks.
Watch: Daily Hormuz transit counts and broker war premium readings
- 3Talks collapse15%
A new US or Iranian strike takes the plan off the table and the risk premium returns to October levels.
