Türkiye and Cambodia sign a military framework agreement at Dolmabahçe

Türkiye and Cambodia signed a Military Framework Agreement at Dolmabahçe on 16 October. Erdoğan said Cambodia had shown interest in Turkish defence products; the agreement's content, duration and value were not disclosed.

Location: ISTANBUL

According to TRT Haber, citing Anadolu Agency, Foreign Minister Hakan Fidan signed for Türkiye and Deputy Minister of National Defence Prak Sovanna for Cambodia. Defence Industry Agency President Haluk Görgün attended the ceremony alongside Erdoğan and Prime Minister Hun Manet. According to Yeni Şafak, only 1 document was signed that day. Erdoğan said he saw serious potential in the defence industry but named no specific product or value.

The agreement comes as Cambodia turns towards Türkiye while its border dispute continues. According to Türkiye Today, a ceasefire signed in late 2025 ended a 20-day conflict that killed at least 101 people and displaced more than 500,000. The two sides have accused each other of violations ever since. Erdoğan called for the dispute to be resolved through dialogue and said Türkiye had delivered aid to more than 3,000 people.

The economic leg has yet to hit its target. In 2018 the two countries agreed to raise bilateral trade to 1 billion dollars, and Erdoğan said that effort continues. The current trade volume was not disclosed and could not be verified. Hun Manet said relations went back more than 60 years and invited Erdoğan to Cambodia.

Talay assessment

Bottom line

A framework agreement is a door, not a sale: with no value or product disclosed, its effect on exports cannot yet be measured. Its significance is that Turkish defence industry gains a legal footing with a South-East Asian country locked in an active border dispute. The likeliest path is a first concrete order arriving months from now, on a limited scale.

Likely effects

  • Defence exportsPositive6 months+

The agreement lays the legal groundwork for future defence sales to Cambodia; with no product or value disclosed, its effect is limited for now.

  • Regional diplomacyNegative1–6 months

Forging military ties with a party to a conflict that killed at least 101 people could create sensitivities in Türkiye's relations with Thailand.

  • TradeUncertain6 months+

The 1-billion-dollar trade target set in 2018 still stands; the defence leg could become the main item in reaching it.
